Job Description
The City of Philadelphia, in partnership with the School District of Philadelphia and the Family Division of the First Judicial District of Pennsylvania, is seeking a Research Director to direct all research activities for a newly established and innovative Policy and Analysis Center (PAC). The PAC is designed to use a state-of-the-art integrated data system to serve as the basis for applied research to improve health, education and social services for Philadelphia residents. Funded with a seed grant from the William Penn Foundation the Center will focus on integrating administrative data from the City, School District, and Family Court and other public entities to create intelligence about cross-system issues that can be used to advance strategic, collaborative decision-making.
The Research Director will be responsible for helping the City, Family Court and the School District develop a common research agenda; ensuring that research projects are methodologically feasible and scientifically rigorous; facilitating the process of translating research findings into practical and understandable information for policy considerations; developing priorities for data quality improvement; and assisting in developing funding to sustain the PAC after the grant period is concluded.
The Research Director will direct the work of the PAC unit located in the Office of the Deputy Mayor for Health and Opportunity. The PAC unit is responsible for coordinating the work across the operating PAC subcommittees, which include a Governing Board, a Research Advisory Board, a Data Advisory Group and a Project Advisory Team for each priority research area.

Job Requirements
The ideal candidate will have a Ph.D. in social services, child welfare, public health, education, or a related field; expertise in conducting applied research with proven ability to form productive research collaborations; experience in managing staff; experience working with large datasets using sophisticated statistical analyses; published research; demonstrated success in grantsmanship; and excellent written and oral communications skills. In addition, prior work in government is preferred.
