Manager - Zoning Enforcement, Memphis and Shelby County

Who: Memphis and Shelby County

What:
  1. Five (5) years of managing daily office operations, of which three (3) years must have been in a managerial or administrative capacity; and
  2. Graduation from an accredited college or university with a bachelor’s degree in business or public administration, management, or other closely related field; OR
  3. An equivalent combination of related education and/or experience.
  4. PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED. 
Duties and Responsibilities
  1. Directs the work activities of all assigned employees in the Sign/Zoning section. Supervises the enforcement of the Unified Development Code, sign code, zoning entitlements, and other applicable codes and ordinances.
  2. Performs standard personnel management duties including staffing, training, conflict resolution, and performance evaluation. Manages staff for court and board hearings as required. 
  3. Supervises the inspection of properties for landscape compliance as necessary.
  4. Supervises the issuance of sign permits, maintains signs inventory and database. Coordinates inspections of on- and off-premise signs.
  5. Accepts responsibility for receiving citizen zoning complaints, directing staff to investigate complaints, and supervising the issuance of court citations related to violations. Communicates scheduled hearing dates to complainants, as applicable.
  6. Works with Environmental Court to maintain citation database and to improve efficiencies related to citations generated from UDC enforcement.
  7. Assists with section budget preparation as needed.
  8. Performs other related duties as required or directed. 
Knowledge, Skills and Abilities KSAs
  1. Knowledge of ordinances relating to the UDC and signs and zoning.
  2. Understanding of City and County Mayors’ Citizen Service Centers to coordinate complaint resolutions with staff.
  3. Ability to explain sign/zone ordinances to assigned personnel, contractors and public; and apply them directing the work of others.
  4. Ability to train signs/zoning inspectors when required.
  5. Ability to provide leadership and manage all assigned personnel.
  6. Ability to communicate effectively orally and written.
  7. Aptitude to plan and organize.
  8. Possess general computer usage, experience and skills. 
Special Requirements 
  1. Must possess a valid Tennessee driver license or secure one by date of employment.
  2. Must have daily access to an operable automobile and meet county requirements for automobile insurance upon date of employment.
