Planner I - Land Use and Development Services - Memphis, Tennessee

Position Summary

Works under general supervision of the Deputy Administrator of the Land Use and Development Services department to address routine inquiries and applications and act as project manager on land use and zoning applications of least complexity made to the Division of Planning and Development.

Minimum Qualifications

1. Two (2) years of experience as a project manager or community development planner; AND

2. Bachelor's degree from an accredited college or university in planning, engineering, architecture, geography, business, or closely related field; OR

3. Master's degree from an accredited university in planning, engineering, architecture, geography, business, or closely related field;

4. PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.

Duties and Responsibilities
1. Reviews submissions to the Division of Planning and Development to ensure compliance with the Unified Development Code (UDC). Submissions may include development entitlement applications, permits, zoning letters, variances, or certificates of appropriateness.

2. Completes zoning letters and zoning review for permit applications submitted to the Division of Planning and Development.

3. Manages assigned development entitlement cases submitted for review by the Land Use Control Board (LUCB), Board of Adjustment (BOA), and Memphis Landmarks Commission (MLC).

4. Mediates between applicants, neighboring property owners, and boards and bodies on individual cases.

5. Presents staff findings to the LUCB, BOA, and MLC on a monthly basis. Composes staff reports and conditions for approval, which includes resolutions for individual cases that go before the LUCB, BOA, and MLC.

6. Conducts presentations to the Memphis City Council and/or Shelby County Board of Commissioners, as required.

7. Works with the public by responding to a high volume of communication and interaction regarding a wide range of zoning inquiries.

8. Reviews site plans, subdivision plats, final plans, and special purpose districts to ensure compliance with approvals by the LUCB, BOA, Memphis City Council, UDC, and Shelby County Board of Commissioners.

9. Prepares and presents reports to the Technical Review Committee.

10. Prepares maps Geographic Information System (GIS).

11. Assists with research and data analysis for special projects.

12. Performs other related duties as required or directed.

1. Strong written and verbal communication skills.

2. Knowledge in working with zoning codes and subdivision regulations.

3. Ability to work with municipal or county departments, especially planning and engineering departments.

4. Ability to research laws, ordinances, rules and regulations to prepare technical and legal documents.

Position Summary: 

Works under general supervision of the Memphis Metropolitan Planning Organization (MPO) Coordinator to assist in the development and implementation of transportation planning programs in the Memphis region. Works closely with public transportation providers, local governments, social service agencies, advocacy groups, and local communities to implement public transportation projects funded through federal programs for the general public.

Minimum Qualifications: 
1. Two (2) years of experience in transportation, planning, or urban planning; and a bachelor's degree from an accredited college or university in transportation or urban planning, engineering, environmental science, economics, geography, or related field; OR

2. Master's degree from an accredited college or university in transportation or urban planning, engineering, environmental science, economics, geography, or related field; OR

3. An equivalent combination of related education and/or experience.

4. Poof of education training, and/or experience is REQUIRED.

Duties and Responsibilities: 

1. Prepares and coordinates Metropolitan Planning Organization functions, long range transportation planning, land use planning, bike ped planning, transit planning, freight planning, travel demand forecasting (TransCAD), GIS analysis (GIS ArcView 10.3).

2. Leads assigned planning team staff on individual planning projects and develops and presents technical information to a wide variety of audiences as related to transportation planning.

3. Collects, analyzes, and interprets social and statistical data for various planning and area studies as related to transportation planning.

4. Prepares maps, charts, models, sketches, and other graphic and visual presentations to illustrate study findings.

5. Attends and conducts MPO planning meetings and responds to public inquiries in person, on the phone, or in writing.

6. Coordinates the implementation of planning projects and manage transportation monitoring databases, i.e. public policy, planning strategies and legislations related to regional planning.

7. Prepares summaries, narrative statements, and analyses of the pertinent technical facts reported in project studies.

8. Performs other related duties as required or directed.


Knowledge, Skills, & Abilities:  

1. Ability to work with relational database & spreadsheet software, (ArcGIS, MS Office, Sketch up, Adobe software).

2. Knowledge of channels to use in obtaining and disseminating information.

3. Ability to develop a plan and work schedule for assigned projects and to implement projects and manage transportation monitoring databases.

4. Ability to evaluate planning projects for technical validity and prepare analytical reports.

5. Ability to explain technical data to a variety of audiences.

6. Knowledge of statistics, and research procedures and sources.

7. Ability to build a consensus with strong written and oral communication skills as required.

What: The Business Services Analyst is responsible for the review, analysis, and evaluation of processes, systems, and user needs for projects and procedures associated with individual departments or the division; coordinate processes to ensure that the information systems support departmental business operational needs; serves as the first point of contact for coworkers and departmental liaisons regarding the use of designated information systems; gathers data to develop or contribute to the development of business plans and strategies; tracks performance of core business processes associated with individual departments or the division; assist the County IT staff in understanding the operational need for both automated and manual solutions to the business systems and procedures.
