Position Description: Elan Planning, Design & Landscape Architecture is seeking a dynamic, innovative, planning professional who will assist Senior Planners and Project Managers with activities related to preparing and implementing Brownfield Revitalization Plans, downtown and waterfront revitalization strategies, municipal land use controls, and grant writing. This position will require the ability to work on multiple projects. Effective writing, communication, and research skills are critical to the position. The successful candidate is expected to take initiative on assigned projects and have the ability to work relatively independently.

Essential Duties:
  • Compile and analyze data on economic, social, and physical settings of communities and designated study areas 
  • Preparation of graphic and narrative reports 
  • Seek out innovative techniques related to community revitalization 
  • Apply land use regulations including zoning and environmental reviews to individual projects 
  • Effective speaking and communication skills 
  • Ability to work individually and in a team setting

Education: A Bachelor or Master’s degree in Planning, Economics, Landscape Architecture or other applicable practice sector

JOB DESCRIPTION:
The Office of Redevelopment within the Department of Policy & Redevelopment is a division of the City of Knoxville’s Mayor’s Office. The Office aggressively pursues creative methods to leverage city economic resources to further Knoxville’s quality growth.
Its duties are to facilitate activities of urban growth management, major capital investment projects and public input processes for city projects and services, especially in the downtown area and adjacent neighborhoods. Employees serve “at will” and are not Civil Service.
We are seeking two experienced professionals as Project Managers to perform duties related to the department and the development and implementation of assigned projects. To learn more about our projects and goals visit us at www.knoxvilletn.gov/redevelopment.  
POSITION SUMMARY
The successful applicant(s) will:
  • Serve as Project Manager for the City on assigned projects.
  • Work directly with the Office of Redevelopment staff to manage and to work as part of a multi-disciplinary team.
  • Collaborate with other City departments, partner agencies, contractors, engineering and design consultants, developers, property owners, and the general public.
  • Analyze and evaluate a variety of plans associated with public and private development projects.
  • Assist with committee meetings, workshops, and administrative tasks, serving on assigned committees as City representatives.
  • Prepare and deliver oral, graphic, and written presentations.
  • Utilize Microsoft Office and other software packages as relevant.
  • Attend various City administrative functions including City Council meetings and/or workshops and other Planning and Zoning Boards (MPC, TPO, BZA) meetings, County Commissions, public meetings and other meetings as needed.
  • Provide technical assistance, facilitate meetings, and serve to develop innovative and collaborative solutions based on assigned areas of responsibility.
  • Performs other duties as assigned.
The successful candidate must possess strong interpersonal and communication skills (written, oral, graphic) and be comfortable in representing the mayor in group settings and before decision-making bodies. In addition, competencies must be demonstrated in one or more of the following general areas:
  • Urban Design
  • Zoning (i.e. short term and long range plans, comprehensive plans, form based codes, overlay zoning, and historic preservation)
  • Community improvement programs
  • Development tools and techniques
  • Brownfield assessment and mitigation processes
  • Grant management
  • Budget preparation and administration
 EDUCATION REQUIREMENTS AND QUALIFICATIONS
  • Minimum requirement: Bachelor’s Degree from an accredited college or university in planning, urban design, engineering, environmental science, construction management, economics, public policy, public administration, business administration, architecture or related discipline. Preference given to applicants with Master’s Degrees and/or professional certifications.
COMPENSATION: $55,000 – $85,000 depending on experience

This position will direct, manage, supervise, and coordinate the programs and activities of the Planning Division within the Economic Development Department;  coordinate assigned activities with other City departments, divisions, and outside agencies; and provide highly responsible and complex administrative support to the Community and Economic Development Director. Receives administrative direction from the Community and Economic Development Director. Exercises direct supervision over professional, technical and clerical staff.

Highly Desirable:

  • Eight years of planning experience, including development review and long-range planning;
  • Strong background in applying the California Environmental Quality Act (CEQA);
  • Experience with Brownfield remediation;
  • Experience analyzing, negotiating and applying complex development agreements.
  • Experience directing and supervising technical and administrative staff.
