The Chicago Recovery Plan (CRP) is the City’s plan to amplify once-in-a-generation federal funding to catalyze a sustainable economic recovery from the COVID-19 pandemic. The Department of Business Affairs and Consumer Protection (BACP) is responsible for distributing part of the CRP funds to support the equitable economic recovery of Chicago. BACP will focus on 3 core areas:

  • Small Business Support: BACP will invest these funds in strategic programs aimed at creating long-lasting impact and strengthening Chicago’s small business ecosystem.
  • Nonprofit Capacity Building: BACP will offer capacity building supports to nonprofits to aid them in accessing and managing funds, so that they can continue to provide vital services to Chicago’s residents.
  • Food Equity: BACP will invest to increase food equity throughout Chicago by supporting food businesses in historically underserved communities and urban food growers.

Essential Duties and Responsibilities:

  • Manage and directs a major and large-scale program or project of significant size and scope in terms of budget, operations and/or staffing
  • Manages professional staff and directs the functions and operations of an organizational section or unit; establishes and implements policies and procedures relating to section’s objectives
  • Consults with staff and consultants to determine scope of services, budgets, and specifications for projects; established timelines and implements processes to track and monitor the progress of projects and the accomplishment of key objectives
  • Functions as a specialized advisor to executive level managers or functions as a technical specialist or expert level professional in a given profession, specific technical area or operational area
  • Coordinates and administers citywide initiatives, departmental programs, and special projects of a complex and technical nature
  • Develops and negotiates contract terms and monitors services provided by private contractors ensuring contract provisions meet program specifications

Qualifications

MINIMUM QUALFICATIONS

Graduation from an accredited college or university with a Bachelor's degree in Business or Public Administration or a field of study directly related to the responsibilities of the position, plus five years of project management work experience, or an equivalent combination of education, training and experience

Job Summary: 

Performs a high level of administrative and professional work to assist the city with planning and zoning related responsibilities. This position is responsible for professional, administrative and technical work that includes, but is not limited to, enforcement of City codes, zoning administration, planning review and special project management. Provides strong leadership as it relates to the community’s growth and development long-term planning.  

 

Essential Duties and Responsibilities: 

• Initiates and carries out complex comprehensive planning studies related to planning, economic development, transportation, land use, environmental issues, performs research, collects and analyzes data, utilizing forecasting techniques when necessary, provides technical and professional recommendations in solving present and future development issues or problems, answers inquiries related to land development and other special planning projects. 
• Works in partnership with the City Manager in the overall management of City’s planning and zoning administration.
• Coordinates building inspection needs and schedules with City Building Inspector.    
• Responsible for interpretation, administration and enforcement of the City's Zoning Code; develops amendments to the existing Code and/or develops new ordinances to achieve the policy direction of the City Council.
• Prepares staff reports and exhibits for Committees, Plan Commission and City Council reviews.
• Coordinates and facilitates Plan Commission meetings and public hearings.
• Serves as Staff Liaison to the Plan Commission.
• Responds to public zoning and development inquiries.
• Assists in explaining, interpreting and providing guidance, regarding all applicable 

development codes to petitioners, architects, engineers, contractors, developers and other interested parties.

• Assists with the enforcement of City Codes.
• Manages the new tree inventory program and oversees the GIS tree management database, in coordination with the City’s Tree Commission.
• Oversees the annual update of the City's Zoning Map.
• Manages the City’s GIS mapping program. 
• Coordinates landscape plan reviews and one-year follow-up reviews.
• Reviews and issues building permits for Zoning Code compliance.
• Reviews and issues signage permits to ensure compliance with City standards and codes.
• Attends public meetings, as required, and delivers presentations to the City Council, Plan Commission, Committees, community groups and the general public.
• Drafts ordinances, resolutions and agreements for review by the City Manager and/or the City Attorney.
• Oversees new annexations and annexation agreements within the City.
• Reviews and issues liquor licenses.
• Demonstrates continued efforts to improve operations, decrease turnaround times and streamline work process.
• Works cooperatively and jointly with others to provide quality seamless customer service and coordinates work with other City departments.
• Performs related work as required.

Manager of Corporate Partnerships 
Metropolitan Planning Council (MPC) seeks an experienced professional to expand corporate fundraising partnerships and individual giving.

In order for MPC to achieve its top priorities, MPC must continue to expand its operating budget. Which has grown substantially from $3.828 million in 2017. Historically, the organization’s funding has been comprised of 40% foundation, 40% corporate, and the remaining from individuals, investment income and the occasional modest public sector grant. MPC has expanded its resource base by 17% and 15% respectively over the last two years. In order to sustain this growth, MPC is adding a staff person dedicated to individual and corporate giving.

A successful candidate will be highly organized, personable, able to work collaboratively but also independently, adept at juggling multiple deadlines, able to be externally facing, and possess excellent written communication and project management skills. The position will report to the Vice President of Philanthropy and will work in close partnership with the Development Team and President.

Manager of Finance and Administration 

The Metropolitan Planning Council (MPC) seeks an experienced professional to execute key financial and administrative responsibilities for the organization. Reporting to the Director of Operations and Strategy, the Manager of Finance and Administration will ensure smooth operation of the office, compliance with financial policies and accurate maintenance of financial and administrative records. MPC will consider both full-time and part-time candidates for this opening. 

The Manager of Finance and Administration is a new role at MPC. Fellowship Coordinator, UIC

The Graduate College at the University of Illinois at Chicago is accepting applications for a Fellowship Coordinator position. This is a full-time, 12-month academic professional position. 
This position serves as the primary contact for graduate-level students seeking assistance in applying for major fellowships and funding opportunities to assist them with costs associated with enrollment and research endeavors. Duties:

  • Provide leadership for internal and external fellowships and awards.
  • Coordinate and support Graduate College fellowships and awards processes.

  • Work with domestic and international funding agencies and foundations to provide current and prospective students with the necessary information needed regarding funding support and opportunities.
  • Manage and coordinate all external graduate funding competitions requiring preliminary campus processes and nominations (such as the U.S. Fulbright Program, Fulbright-Hays Dissertation Research Award, NSF GROW, DAAD).
  • Serve as college’s primary liaison with the Office of Student Financial Aid related to reporting fellowships, awards, tuition waivers, and resolving related student issues.
  • Conduct workshops for students to inform and assist them in preparing for major funding competitions. Also work one-on-one with them in preparing their proposals and budgets.
  • Clarify reporting requirements with granting agencies, ensuring that funded graduate students adhere to the requirements, negotiating on behalf of students for any deviations to processes.
  • Negotiate with faculty and staff for allocation of tuition and partial fee waivers, managing the cost of education funds resulting from funding successes.
  • Maintain college fellowship and awards database and related funding pages on the Graduate College website.
  • Compile related information and data, preparing reports and analysis as needed.
  • Coordinate and run the Annual All-Campus New Teaching Assistant Orientation.
  • Work with College Development initiatives.
  • Represent the College and Campus on various committees, at various events, meetings and conferences
  • Perform other related duties and participate in special projects as assigned.

Qualifications

A minimum of a Bachelor’s Degree in Liberal Arts and Sciences, Business Administration, Education Administration, International Education or a related field. A Master’s Degree in a related field is preferred. Prior experience in an institution of higher education/learning in working with graduate education. Extensive knowledge of the national and international fellowship and funding spheres and resources. Requires excellent communication, organization, presentation and computer/pc skills. Must be proficient in Microsoft Office (Word, Excel, PowerPoint, Outlook…) and other related software. Excellent interpersonal skills as position will be dealing with students from diverse cultures.

JOB SUMMARY

ESSENTIAL FUNCTIONS
  • Oversees the day-to-day operation of the Development Services Department, including budgeting, purchasing, training and supervision of Planning and Zoning, Code Enforcement and Building Department employees.
  • Serves as the Zoning and Floodplain Administrator for Gem County and City of Emmett, responsible for all duties assigned to the Administrator through the Zoning and Floodplain Ordinances.
  • Ensures development service activities are effectively coordinated with other City and County departments, local and regional service providers and state and federal agencies.
  • Performs in-depth analyses of land use proposals regarding conformity with established plans and ordinances; conducts planning related research and collects and analyzes data to produce complete, accurate and logical staff reports, compliance letters and other zoning certificates. Requires physical travel and on-site investigation of real property conditions.
  • Prepares and oversees the preparation of written staff reports on development applications to City and County Zoning Commissions and elected officials. Required to attend evening meetings and make oral presentations during public hearings.
  • Prepares and oversees the preparation of written reports, studies and recommendations on long-range planning initiatives to the Joint Planning Commission and elected officials.
  • Directly provides and oversees customer assistance to the public, the real estate community, appraisers, developers and others inquiring into planning and zoning related issues, planning application procedures, and community development regulations and ordinances.
  • Reads, interprets, and reviews site designs, topographic plans, landscape plans, and architectural plans and comments on needed changes and adjustments to plans.
  • Provides advice and recommendations to the appointed and elected officials regarding the Joint Comprehensive Plan, Zoning Ordinance, Subdivision Ordinance, and Floodplain Ordinance deficiencies and potential amendments.
  • Ensures all requirements of the Subdivision Ordinance are followed, including application procedures, on-site inspections, bonding and improvements.
  • Represents Gem County and City of Emmett on various local and regional planning and community development committees and effectively and accurately reports to elected officials on outcomes and anticipated impacts of committee results.
  • Establishes and maintains effective working relationships with appointed and elected officials, other civic leaders, clients, state and federal authorities, and other local government departments;

MINIMUM JOB QUALIFICATIONS

Education / Experience

  • Any combination of education and/or experience that has provided the knowledge, skills and abilities necessary for satisfactory job performance. The following factors will be considered minimum qualifications:
1)    A minimum of four years of experience in land development and/or land use planning field;
2)    Bachelor’s degree in planning or a related field plus two years of experience in land development and/or planning field;
3)    Knowledge of the principles, theories and objectives of state and local area laws, codes and other regulations pertinent to planning, zoning and community development;
4)    Knowledge of zoning, subdivision and floodplain ordinances and comprehensive plans, including their formation, process of adoption and enforcement;
5)    Reading and understanding complex site plans and blueprints;
6)    Research techniques and report compilation;
7)    Personal computers and related software applications (e.g. GIS, word processing, database and spreadsheets).
  • Proven knowledge and competencies in the following areas: 1) Idaho Local Land Use Planning Act; 2) Idaho statutes related to subdivisions and annexations; 3) basic land development and real estate practices; and 4) qualitative research and analysis skills.
  • Effective oral and written communication skills; tactful interaction with the general public; establishing and maintaining effective working relationships with co-workers.

Reasoning
