The City of Hutchinson is seeking an Associate Planner.
Under the supervision of the Senior Planner and the Director of Planning and Development, the Associate Planner is responsible for the full range of planning functions within the City, including zoning, subdivision, historic preservation, floodplain, code enforcement, comprehensive planning, community development and housing support, grant support and planning functions. Writing reports, providing citizen assistance and gathering information for the Senior Planner, Department Director and City Council are expected. This employee should possess excellent communication, organizational and public relations skills.
Duties:
- Meets with citizens and developers and helps guide them through the development application process, anticipating potential issues and offering alternatives.
- Interprets and enforces the zoning regulations and issues zoning permits, including but not limited to fence permits and sign permits;
- Prepares reports for and provides staff support to the Planning Commission, Board of Zoning Appeals, Subdivision Committee, Community Improvement Commission and Landmarks Commission;
- Conducts research projects;
- Notifies property owners of proposed developments and prepares public hearing notices for publication in the local newspaper;
- Reviews site plans and subdivision plats for compliance with regulations;
- Prepares GIS maps for reports and prosecutions;
- Reviews and authorizes building permits and certificates of occupancy on behalf of the Planning and Development Department;
- Analyzes the City’s Flood Insurance Rate Maps and historical district/landmark maps and makes determinations based thereon;
- Conducts zoning investigations and prepares zoning violation notices;
- Makes oral presentations to the Planning Commission, Community Improvement Commission, Subdivision Committee, Board of Zoning Appeals and Landmarks Commission;
- Performs historic review using the Secretary of the Interior’s Standards for Rehabilitation for designated properties; and
- Assists with development and implementation of the Comprehensive Plan.
Experience:
A minimum of one year of similar or related experience is preferred. The employee is expected to have acquired the necessary information and skills to perform the job reasonably well within six months of employment.
Education:
A bachelor’s degree in Urban Planning, Geography or a related field is required, with a master’s degree in one of these fields desirable.
