This position implements the research priorities in the School of Public Health (SPH) in alignment with the College’s research strategic plan. The Grants and Contracts Associate provides expert guidance to SPH faculty, staff, and students in maximizing the competitiveness of multi-college, collaborative, and complex research proposals. Position Summary  
The Planner - Transportation Special Projects will conduct planning work and special tasks as it relates to the core functions of the Metropolitan Planning Organization transportation improvement program, unified planning work program, long range transportation plan, data analysis and special planning studies). These tasks will be consistent with Federal transportation regulations.

Position Responsibilities:
·         Responsible for the development of the Metropolitan Planning Organization Annual Report
·         Responsible for the development and maintenance of the policies and procedures manual
·         Responsible for research and trends as it relates to the needs of the MPO
·         Maximizing membership relationships. 
·         Management of and/or participation in regional transportation planning studies and activities as required
·         Develop (utilizing Adobe creative suite) reports, power points and other deliverables
·         Assisting with grant opportunities 
·         Responsible for Request for Qualification process including but not limited to DBE goal, scope develop, maintaining vendor list, selection and advertising
·         Assist with the coordination and administrative tasks of new regional organizations (Regional Development Authority) and/or committees of the Indianapolis Regional Transportation Council.

Qualifications:
The Transportation Funds Planner should have a bachelor's degree in planning or a related field as well as have the following skillset:
·         Strong relationship building skills, ability to work with multiple representatives from a broad range of disciplines and excellent written and verbal communication skills are required.
·         Strong working knowledge of Adobe Creative Suite is required.
·         Experience with research procedures and methodologies.
·         Experience with GIS and census data to develop maps and display information
·         Familiarity with general planning principals. 
·         Ability to multitask

Independent Judgment:
Limited Independent judgment is utilized, under the supervision of the Executive Director.

As a Outdoor Recreation Planner, GS-0023-12, with the National Park Service (NPS), your duties will include, but are not limited to:

  • Coordinates with regional grant management specialists to ensure grant proposals for federal financial assistance are in compliance with applicable federal laws and regulations.
  • Enforces standards for Section 6(f)(3) of the Land and Water Conservation Fund (LWCF) Act and Section 1010 of the Urban Park and Recreation Recovery (UPARR) Act to ensure federally assisted recreation areas will be maintained for public recreation use.
  • Address and ensure nationwide consistency in the interpretation, application, and enforcement of applicable laws, regulations, requirements and policies in the administration of the Land and Water Conservation Fund (LWCF) and Urban Park and Recreation Recovery (UPARR).
  • Produces issue and briefing papers and supporting documentation on specific issues involving compliance matters.
  • Participates in state program reviews for consistency with applicable laws, regulations, program policy, guidance and procedures to evaluate their effectiveness and efficiency.

    One year of experience equivalent to the GS-11 level performing compliance administration associated with Land and Water Conservation Fund (LWCF) and Urban Park and Recreation Recovery (UPARR) Programs which includes: Ensuring grant proposals for federal fininancial assistance are in compliance with applicable federal laws and regulations; Ensuring federally assisted recreation areas will be maintained for public recreation use; Ensuring state and local proposals for federal review are developed in compliance with Federal laws; Assists with the analysis, formulation and implementation on new program policies.

    Qualifying experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities
    (KSAs) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

    The City of Hutchinson is seeking an Associate Planner.
    Under the supervision of the Senior Planner and the Director of Planning and Development, the Associate Planner is responsible for the full range of planning functions within the City, including zoning, subdivision, historic preservation, floodplain, code enforcement, comprehensive planning, community development and housing support, grant support and planning functions. Writing reports, providing citizen assistance and gathering information for the Senior Planner, Department Director and City Council are expected.  This employee should possess excellent communication, organizational and public relations skills. 
    Duties:
    • Meets with citizens and developers and helps guide them through the development application process, anticipating potential issues and offering alternatives.
    • Interprets and enforces the zoning regulations and issues zoning permits, including but not limited to fence permits and sign permits; 
    • Prepares reports for and provides staff support to the Planning Commission, Board of Zoning Appeals, Subdivision Committee, Community Improvement Commission and Landmarks Commission; 
    • Conducts research projects; 
    • Notifies property owners of proposed developments and prepares public hearing notices for publication in the local newspaper; 
    • Reviews site plans and subdivision plats for compliance with regulations; 
    • Prepares GIS maps for reports and prosecutions; 
    • Reviews and authorizes building permits and certificates of occupancy on behalf of the Planning and Development Department; 
    • Analyzes the City’s Flood Insurance Rate Maps and historical district/landmark maps and makes determinations based thereon; 
    • Conducts zoning investigations and prepares zoning violation notices; 
    • Makes oral presentations to the Planning Commission, Community Improvement Commission, Subdivision Committee, Board of Zoning Appeals and Landmarks Commission; 
    • Performs historic review using the Secretary of the Interior’s Standards for Rehabilitation for designated properties; and 
    • Assists with development and implementation of the Comprehensive Plan.
    Experience:  
    A minimum of one year of similar or related experience is preferred.  The employee is expected to have acquired the necessary information and skills to perform the job reasonably well within six months of employment.
    Education:
    A bachelor’s degree in Urban Planning, Geography or a related field is required, with a master’s degree in one of these fields desirable.
