The purpose of this classification is to assist the Planning Manager managing and directing Transportation Planning activities in the Planning Division of the Transportation Department. 

ESSENTIAL FUNCTIONS Supervises personnel Develops & implements long & short term plans, goals and objectives Evaluates efficiency and effectiveness of division operations, methods and use of resources; implements improvements as needed. Develops transportation programs; reviews development proposals, permit applications, and construction plans; coordinates transportation plans with other governmental agencies. Manages transportation planning procurement process; prepares transportation planning RFP packages; supervises transportation planning related work of contracted engineering firms and in-house engineering consultant. Develops and administers budget for assigned division; monitors expenditures to ensure compliance with approved budget; determines capital equipment needs for department; reviews and approves budget items for purchase. Follows safety procedures, reports unsafe activities and conditions, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals. Maintains a comprehensive, current knowledge of applicable policies, procedures, codes, regulations; conducts research and maintains an awareness of new issues, methods, equipment, trends and advances in the profession; reads professional literature to stay up to date with best practices; maintains professional affiliations; participates in continuing education activities; attends meetings, conferences, workshops and training sessions as appropriate. Seeks out best practices literature and software and copies of excellent reports to keep in a library for division reference. Fosters a working environment in which teamwork and excellence is promoted, expected and routinely provided. Reaches out to establish and maintain an excellent working relationship with ARC and GDOT planning office. Attends meetings, serves on committees, and makes presentations as needed; participates on review committees, policy committees, safety committees, or other committees; represents the department at community events. Monitors inventory levels of supplies; ensures availability of adequate materials to conduct work activities; initiates requests for new or replacement items. Communicates with supervisor, employees, other departments, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems; responds to requests for service or assistance. Addresses City transit, paratransit and ridesharing needs by developing and coordinating programs. Uses GIS analysis and graphics in studies to ensure thorough analysis to produce professional reports. Performs multimodal Planning and Conceptual Engineering corridor studies and feasibility studies to address needs. Develops and implements travel demand management techniques to reduce travel demand. Prepares or completes various forms, reports, correspondence, time cards, supply lists, or other documents. Receives various forms, reports, correspondence, equipment operating manuals, procedures, handbooks, reference materials, manuals, or other documentation; reviews, completes, processes, forwards or retains as appropriate. Operates a personal computer and other general office equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software. 

ADDITIONAL FUNCTIONS Performs other related duties as required. 

MINIMUM QUALIFICATIONS Bachelor’s degree in Civil Engineering, City Planning, or closely related field. AICP or PTP preferred. Six (6) to nine (9) years of experience in transportation planning required; accomplished GIS operator with four (4) years experience using ArcGIS; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver’s license upon hire. Candidate must have several years of experience in preparing corridor studies; sub-area needs studies and City or County wide comprehensive transportation plans using GIS. Must have experience in innovative community outreach programs. 

PERFORMANCE APTITUDES Specific Knowledge, Skills, or Abilities: Thorough knowledge of City, county, state, and federal codes, ordinances and regulations pertaining to planning and designing transportation programs for roads, streets and rights-of-way. Must be able to learn, comprehend, and apply all city or departmental policies, practices, and procedures necessary to function effectively in the position. Data Utilization: Requires the ability to coordinate, manage, and/or correlate data. Includes exercising judgment in determining time, place and/or sequence of operations, referencing data analyses to determine necessity for revision of organizational components, and in the formulation of operational strategy. Human Interaction: Requires the ability to apply principles of persuasion and/or influence over others in a supervisory capacity, including instructing, reviewing work, maintaining standards, and coordinating activities. Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions. Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information. Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures. Writing Skills: Requires the ability to write clearly and concisely, with the ability to write persuasively on deadline. Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems. Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
