THE POSITION
Under close supervision, to assist in studies in regional planning; to assist in the research and analysis of planning data; and to assist in the administration of zoning and planning programs.
This is the entry level position in the Planner series. The Planner I works under supervision and is responsible to perform research, review/process building and land use permit applications; advise the public, property owners, builders, etc. regarding applicable development standards, ordinances, policies and procedures; write reports; and make presentations about land use projects at public meetings and hearings.

TYPICAL TASKS
• Gathers and analyzes statistical data; researches planning literature to prepare abstracts and bibliographies;
• Abstracts information from aerial photographs, subdivision maps, census reports, building permits, etc., for analysis in planning studies;
• Assists in the preparation of plans, maps, graphs and other visual aids;
• Assists in planning studies or surveys as a team member or performs portions individually under close supervision;
• Answers inquiries and disseminates information regarding present and proposed general plans, zoning ordinances, variances, statistical studies, surveys, etc.;
• Makes field investigations related to planning and zoning projects or requests;
• Maintains directory of citizen groups;
• May write and deliver speeches;
• Assists in the preparation of articles and reviews for the departmental newsletter;
• Performs related duties as required.
EMPLOYMENT STANDARDS
Training and experience equivalent to graduation from an accredited college or university with a major in city and regional planning, architecture, engineering, social science or related field.
Knowledge of:
• Research and statistical methods;
• Fundamentals of public administration, economics and social sciences; • Concepts of city and regional planning.
Ability to:
• Learn the basic aims, principles, concepts and techniques related to city and regional planning and zoning administration;
• Collect, tabulate and analyze economic and sociological data;
• Prepare clear and concise reports;
• Understand and explain to others technical reports and ordinances;
• Work tactfully with the public and other employees;
• Speak and write effectively.
Veterans Preference Information
This recruitment has been identified as non-entry level by the Human Resources Director. DISASTER SERVICE WORKERS:
Under California law, all County employees are designated as Disaster Service Workers (DSW). In the event of a catastrophic event, County employees may be expected to fulfill emergency action assignments.
