Job Summary:
This is a highly responsible administrative, technical and supervisory position conducting planning activities and related projects. Work involves responsibility for the planning, organizing, Comprehensive Plan, Zoning Ordinance and directing and coordinating activities of the Department.
Supervision Received/Exercised:
Work is performed under the direction of the City Manager. The position requires the use of considerable independent judgment and discretion in carrying out daily operations and supervision of all employees in the Planning & Zoning Department.
Essential Functions:
- Drafts, supervises and coordinates the work of employees engaged in the preparation, revision and enforcement of the Comprehensive Plan and the Land Development Code.
- Supervises enforcement of City Tree Ordinance, alcoholic beverage license approvals, local PUD, NFIP and CRS Flood Plain Management Activities.
- Supervises enforcement of Concurrency Management System and Hometown Overlay District Ordinance.
- Coordinates activities and serves as advisor to the Planning Board, Environmental Review & Preservation Board, and other related boards, as assigned by the City Manager.
- Provides policy, direction and guidance on all current planning projects/studies.
- Directs staff in review of permit and zoning applications.
- Provides zoning and planning information to the public, makes presentations, attends meetings and gives formal recommendations to City Commission and various offices and agencies in the City.
- Reviews all public and private development projects for compliance with the Comprehensive Plans, Neighborhood Plans, and Zoning Ordinance.
- Reviews all staff reports for the Planning Board, Environmental Review & Preservation Board, Historic Preservation Board and City Commission.
- Coordinates planning issues with other City Departments.
- Represents Department in meetings with developers and applicants regarding proposed projects.
- Develops Department budget and ensures that expenditures are kept within budget.
- Implements policies and procedures to improve efficiency of Department.
- Provides vision as to the future development of the City.
- Monitors and evaluates the performance of staff.
- Prepares preliminary and final ordinances and resolutions regarding planning, zoning and related matters in conjunction with the City Attorney.
- Develops goals and objectives for the City's long-range development and the Comprehensive Plan.
- Represents the City in matters related to planning and zoning, as directed by the City Manager.
- Other related duties as directed by the City Manager.
Knowledge, Skills, and Abilities:
- Thorough knowledge of principles, practices, methods, and techniques of city planning as they pertain to the design and development or urban, regional and municipal comprehensive plans, GIS planning, historic preservation, transportation and traffic analysis, open space planning and environmental review.
- Ability to write reports and able to analyze and interpret general business periodicals, professional journals, technical procedures and governmental regulations.
- Ability to present facts and recommendations effectively both orally and in writing.
- Ability to plan and coordinate the work of subordinates.
- Ability to supervise employees in a manner conducive to full performance and high morale.
- Ability to establish and maintain effective working relationships with other employees, the public and elected officials.
- Considerable knowledge of research techniques and the source and availability of information.
- Knowledge of Florida Statutes regarding local government.
- Knowledge of City Charter and ordinances pertaining to building, zoning and urban renewal.
- Knowledge of techniques required in preparation of maps, charts and graphics.
- Ability to evaluate statistical data and to present facts and conclusions clearly in written, oral and graphic form.
- Ability to apply professional city planning principles, practices and techniques to a variety of advanced problems and assignments.
- Ability to supervise professional, technical and clerical personnel engaged in city Planning, Zoning, design review, historic preservation and renewal work.
Training and Experience
- Master’s degree in Urban and Regional Planning required.
- Ten (10) years progressively responsible experience in municipal planning and zoning required.
- Five (5) years supervisory experience required.
- AICP certification strongly preferred.
- Or an equivalent combination of training and experience which indicates an ability to perform the essential functions of the position.
Physical and Environmental Requirements:
- Vision, with or without correction.
- Hearing, with or without correction, sufficient to communicate via telephone and in person.
- Exposure to typical office conditions.
- Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact.
- Perform on-site inspections at locations.
