Supervises the program associate for communications responsible for updating and maintenance of relevant pages on the NLC website, drafting and design of basic outreach and marketing materials, preparation and entry of city profiles into NLC’s city practices database, and other writing and editing assistance to Institute program staff.

Collaborates with communications staff in partner organizations, state municipal leagues, and NLC member cities to ensure effective coordination of press announcements or other outreach efforts designed to draw attention to new Institute work, emerging issues in the field, and promising city practices.

Supports the development and continuous use of performance measures that focus on the scale, quality, and impact of the Institute’s communications and outreach efforts.

Serves as a resource to other NLC staff.

The Metropolitan Planning Organization (MPO) Associate Planner:
  • Is one of two planners in a small MPO. The MPO Associate Planner shares the MPO’s workload with the MPO Planner and the Administrative Aide.

  • Assists in the implementation of approved MPO plans and programs required by federal regulation, including the Public Participation Plan, TIP, MTP, and UPWP, among others.

  • Assists in overseeing the traffic count program in accordance with state and federal regulations, and other transportation related data collection activities.
  • Oversees the demographic and socioeconomic estimate and projection program for the MPO.

  • Performs and reviews transportation network and travel demand modeling, intersection capacity analysis, and other technical planning functions; Assists in the development and management of various MPO projects, including updates to the MPO’s ITS architecture and developing regional guidelines for complete streets, among others.
  • Reviews proposed developments, traffic impact studies, and other transportation related proposals.
  • Evaluates land use proposals and site plans submitted by the entities to the MPO for conformity to the MPO’s adopted plans and policies.
  • Provides on-going outreach to the community to ensure public input, and to publicize and implement the MPO’s adopted plans and policies.
  • Coordinates, monitors, and manages planning projects and planning consultant contracts, as assigned. This would include the current updates to the MPO’s MTP and the Regional Transportation Safety Plan scheduled for development in 2015 and 2016.
  • Serves as a member of various staff committees as assigned.
  • Operates a motor vehicle to assist in carrying out the business of the MPO.
  • Attendance at work, including attending and presenting at day and evening public meetings, is an essential function of this position.
  • Traveling to NMDOT, MPO, FHWA, and FTA meetings in state and out of state to represent the MPO is an essential function of this position.
  • Performs other job-related duties as assigned.
  • This position reports directly to the MPO Planner.

Experience: Five years of progressively more responsible professional-level transportation-related engineering experience, including at least one year in a supervisory capacity.

Training: A bachelor’s degree from an accredited college with major coursework in civil engineering, business administration, public administration, social services, political science, public policy, environmental studies, transportation or urban planning, or a related field. Possession of a valid Certificate of Registration as a Professional Civil Engineer in the State of California is required.

Licenses and Certificates:
  • All licenses and certificates must be maintained as a condition of employment.
  • A valid Certificate of Registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers.
  • A valid appropriate California driver’s license may be required.
  • Maintain a satisfactory driving record.

POSITION SUMMARY:

The Planning and Development Department works with a wide range of public and private stakeholders to implement the region's 2040 growth concept. Our work includes maintaining our region's land use and transportation policy framework, investing in government, community, and local business efforts to help accomplish our shared goals, and establishing partnerships with those who are affected by and can help influence the land use and transportation decisions that impact their quality of life in our region. The Policy Development Manager is a newly created position in the department's management team. This position helps bring together the policies, projects, and resources needed to help Metro and its partners successfully implement significant regional community development efforts. The Policy Development Manager works closely with other managers in the department, the Metro Council, and a diverse range of external stakeholders to ensure effective integration of policy goals and programmatic efforts. This position is responsible for overseeing creation and implementation of the department's state and federal legislative priorities in conjunction with Metro's government affairs team and the Metro Council. This position is responsible for proactively managing relationships with key federal agencies on policy and funding matters, as well as leading efforts to establish regional policy statements or coordinate grant applications to these agencies where appropriate. This position is responsible for cultivating and developing partnerships with a wide range of community and business organizations who have interests in and connections to the work of the Planning and Development department, in order to leverage shared resources and efforts. The incumbent will partner with other planning managers to lead and oversee major transportation and development projects where there is a major policy, funding or innovation issue related to implementing these major projects.
