POSITION SUMMARY: 
ULI is seeking a Director to join its Content team and help lead ULI’s activities in the areas of climate change, energy, sustainability, and resiliency. Reporting to the Executive Director (ED) of the ULI Center for Sustainability (the “Center”), the Director will be responsible for the resiliency component of the Center as well as the Center’s Resilience advisory service program, program of work, resiliency research, conferences, and outreach to district councils. 
SPECIFIC RESPONSIBILITIES: 
* Work with ULI's ED of the Center for Sustainability, its staff and member leadership to advance ULI's content development on issues related to climate change, energy, and resiliency. 
* Work with the ED and other ULI staff to ensure that the programs of the Center are integrated with one another and with other programs at ULI and that the information about the Center's mission and program of work is effectively disseminated to ULI's members, partners, and other stakeholders. 
* Develop and implement programming around resiliency. 
* Manage the Center’s Resilience advisory services programming, as part of ULI’s overall Advisory Services Program. 
* Plan and execute Center-related conferences. 
* Develop plan to partner with and perform outreach to district councils. 
* Prepare and conduct meetings with ULI members and outside experts to research and disseminate ideas as they are relevant to ULI. This may include organizing forums; developing event programs; identifying speakers and participants; developing supporting materials and implementing follow up actions. 
* Research and write documents for publication and dissemination through various ULI distribution channels. 
* Provide support for and collaborate with ULI’s Greenprint Program, which is focused on engaging the real estate industry in energy efficiency performance measurement. 
* Represent ULI to the media on an as-needed basis. 
* Serve as an expert resource and advisor to ULI members, district councils, and staff. 
* Assist in attracting sponsorship and foundation grant funds. 
* Maintain, grow, and identify additional partnerships with groups outside ULI to further the mission of the Center and of ULI. 
QUALIFICATIONS: 
* Master’s degree in real estate, sustainability, urban planning, engineering, or related degree. 
* 7-10 years of progressively responsible experience in sustainability related work, with at least two years directing projects around sustainability or resilience. 
* Extensive knowledge, experience, and expertise in a broad range of topics related to real estate, especially resiliency, and broad knowledge of climate change and associated sustainability issues. 
* Experience in research, education, and outreach projects. 
* Excellent written and oral communication skills and the ability to manage several projects simultaneously. 
* Experience in working as a team player in a variety of settings. 
* Experience in providing technical assistance to public and nonprofit organizations.

Sullivan County Division of Planning & Environmental Management is seeking an ECONOMIC DEVELOPMENT PLANNER. This is a mid-level professional planning position responsible for a diverse range of planning and economic development program functions.  These assignments may include, but are not limited to, program planning, small business development, reporting and program evaluation, financial management, assisting in the development of economic and community revitalization plans and participating in the identification and application of State and Federal grants.  Work assignments may increase in level of complexity and responsibility as the incumbents' professional competence increases.
Candidate must possess a  Master's Degree or higher in planning, economic development, community development,  business studies, environmental studies, geography, public administration or a closely related field and four (4) years’ experience in community and economic development planning;  or a Bachelor's Degree or higher in planning; economic development, community development,  business studies, environmental studies, geography, public administration or a closely related field and six (6) years of experience as described above.

Housing Specialist, Garfield Park Community Council - Chicago, IL

Background:

The mission of the Garfield Park Community Council (GPCC) is to strengthen, promote and encourage opportunities that support an engaged, equitable and vital Garfield Park neighborhood. Spun off by the Garfield Park Conservatory Alliance in 2012, the GPCC is building on its work of the past nine years to revitalize and bring new opportunities to Garfield Park. The GPCC’s housing activities aim to create and maintain affordable, quality housing options for both longtime residents and attract new families to the neighborhood.
Between 2009 and 2011, over 20% of all Garfield Park occupied rental properties were impacted by foreclosure. In response, the GPCC created the Garfield Park Housing Center, which provides free housing counseling and referrals for local renters and landlords. In 2013, the GPCC partnered with the City of Chicago to implement the Micro- Market Recovery Program (MMRP), a new initiative to kick-start the residential housing market in communities affected by high rates of foreclosure. The GPCC leads MMRP efforts in East Garfield Park, targeting specific blocks for assistance. In 2015, the GPCC will integrate the MMRP and the Housing Center services with the GPCC’s broader community development efforts, which will include organizing and training resident advocates and developing leaders.
The GPCC seeks to hire a housing specialist to provide housing counseling and referrals for renters and landlords and to work with the City of Chicago and MMRP partners to support existing homeowners to maintain their properties and partner with developers and homebuyers to reoccupy vacant properties. The Housing Specialist will report to the GPCC’s Executive Director.
Responsibilities:

Qualifications:
Candidate should have Bachelor’s Degree (minimum) in related field. Experience in urban, community development and organizing required and demonstrated ability in housing/real estate preferred; excellent interpersonal skills; and strong oral and written communication skills. The person must be willing to work evenings and weekends. Real estate professional background a plus. The ideal candidate will be familiar with Chicago’s Resident Landlord Tenant Ordinance.

Under general supervision of the Director or his designee, performs responsible work in a variety of assignments in the department of Community Development: responsible for the development and implementation of a citywide historic preservation program under the historic preservation ordinance; administration of daily activities within established historic districts, including the review of Certificates of Appropriateness applications and conducting special field inspections; development and administration of design guidelines for historic districts, development and administration of grant programs for historic properties; liaison and executive secretary to the Elgin Heritage Commission and its various Subcommittees.  


ESSENTIAL FUNCTIONS/TYPICAL TASKS:
  • Develops positive attitudes and understanding among the public toward preservation and conservation, through public outreach and the development of educational programs
  • Develops and implements educational pamphlets/booklets on various issues relating to historic preservation and rehabilitation, and conducts presentations on these issues from time to time
  • Acts as liaison and executive secretary to the Elgin Heritage Commission.
  • Prepares agenda, maintains records, prepares minutes, and assembles relevant information for commission review
  • Administers various programs of the Elgin Heritage Commission including the heritage building plaque program, Sears house plaque program, downtown building plaque program, and historical marker program
  • Administers special projects of the Commission including special inventories of building types, documentation of historic records and photographs, and coordinates various events of the Commission including Preservation month activities, the Mayors Awards for Preservation and the Plaque presentation ceremonies
  • Promotes and prepares nominations for properties to be listed in the National Register of Historic Places or as local Elgin landmarks when required
  • Administers the programmatic agreement with the Illinois Historic Preservation Agency (IHPA) to review the effect of federal and state funded or licensed undertakings for their effects on historic properties, in conformance with Section 106 of the National Historic Preservation Act of 1996, and Section 707 of The Illinois State Agency Historic Resources Preservation Act
  • Prepares grant applications and administers successful grants received from the Certified Local Government (CLG) grant program of the Illinois Historic Preservation Agency (IHPA), and serves as liaison between the City of Elgin and the State preservation office in maintaining Elgin’s status as a Certified Local Government
  • Acts as liaison and executive secretary to the Design Review Subcommittee.
  • Prepares agenda, maintains records, prepares minutes, and assembles relevant information for Subcommittee review on properties requesting approval of a Certificate of Appropriateness (COA)
  • Reviews and evaluates plans and specifications for new construction, alteration and/or repair, and demolition of structures within historic and conservation districts, to determine compliance with applicable codes and ordinances, and the Elgin Design Guideline Manual for Landmarks and Historic Districts
  • Assists the public in securing permits and Certificates of Appropriateness in a timely and professional manner, including conducting special field inspections as required, assisting with the development of drawn plans, elevations and specifications and material samples
    •Promotes and provides technical assistance to contractors, design professionals, and the general public regarding building plans and specifications; and appropriate preservation materials, methods, and design solutions
  • Prepares reports on discrepancies, deviations and variations from applicable codes and ordinances found during plan review
  • Maintains diagrams, specifications, samples and reports on building materials, design standards, relevant codes and regulations, and other related materials
  • Produces required written and graphic information in a professional manner
  • Reviews, develops and implements the historic preservation ordinance and recommends desirable revisions as they apply to existing and future historic and conservation districts
  • Coordinates the preparation and pursuit of legal action for non compliance of properties within historic districts and landmarks with the Division of Code Enforcement
  • Maintains computer files relating to historic preservation reviews, submittals and issues
  • Performs other tasks as required or directed
  • This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently to move objects; work requires grasping and fingering; vocal communication is required for expressing or changing ideas by means of spoken word levels; visual acuity is required for depth perception, color perception, and peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of machines, determining the accuracy and thoroughness of work and observing general surrounding and activities; the worker is subject to inside and outside environmental conditions.

EDUCATION AND EXPERIENCE:
