Social Service Program Planner III - State of Illinois

Who: State of Illinois

What: Under general direction of the Public Service Administrator. Bureau of Community Support Services, performs the more complex technical tasks rclated lo Division funded grant programs in Region I, including input into program design planning, in-depth review and analysis of program outcomes, in coordination with contracted providers, DHS staff. including Bureau/Program team members. Provides the more complex input into Bureau service delivery systems. Travels in the performance of duties.

Minimum Requirements:
  • Requires knowledge, skill and mental development equivalent to four years of college, supplemented by a related master's degree. 
  • Requires one year of progressively responsible professional experience in community organization, social service work, or in program planning and development. 
  • Requires through knowledge of the structure organization, and methods of social welfare institutions. 
  • Requires working knowledge of the principles of government accounting, program budgeting, fiscal monitoring, reporting and program planning and evaluations. 
  • Requires the ability to exercise judgement and discretion in developing, interpreting and implementing departmental policies, procedures and program specific requirements. 
  • Requires excellent oral and written communication skills. 
  • Requires a valid driver's license. 
  • Requires ability to travel, including overnight.

Specialized Skill(s): Of the one year required experience, requires one year experience providing technical assistance, contractual monitoring and quality assurance program reviews to community based providers. Requires extensive knowledge of Division of Family & Community Services (DFCS) Contract Service Agreements and deliverables, Administrative Rules, Program Plans, Budgets,. Expenditure Documentation Form requirements, Central Repository Vault, cConnrerstone, V-Stone, Program and Homeless Services Portal. Requires extensive knowledge of Outlook and Microsoft Office Applications (i.e., Word, Access, PowerPoint and Excel Spreadsheets).
