The Capital Area Regional Planning Commission in Madison, Wisconsin, is seeking a Environmental Resources Planning Division Director. The Environmental Resources Planning Division Director oversees the technical pollution abatement planning and resource protection work of the Capital Area Regional Planning Commission (CARPC), and oversees and directs the water quality planning responsibilities of CARPC.

This position also:

1. provides problem assessment, program planning, policy analysis, and policy recommendation to address resource management, pollution abatement, and infrastructure problems that are documented through the resource assessment and inventory work of the Division; 
2. provides testimony in annexation hearings for the Metropolitan Sewerage District, and in other hearings related to state environmental rule-making as well as rule-making work groups with various state and regional agencies with resource conservation authority; and

A multi-disciplinary combination of urban and environmental planning and environmental engineering, or training in closely related fields is necessary. Minimum education and experience for this position includes a Masters degree with six years of related experience, at least four of which include advanced planning experience with supervision and program management responsibility. A Professional Engineering certification is also needed, because this position has the ultimate responsibility of review, revision, and approval of engineering plans and documents prepared by developers’ consultants, wastewater system design engineers, water supply system design engineers, and stormwater management system engineers. New Jersey Future is looking for a dynamic, organized, motivated individual to create and run a program to mainstream green infrastructure in New Jersey. This person will be responsible for educating municipal officials, recruiting and working with pilot municipalities, engaging the development industry, and accelerating innovative green infrastructure demonstration projects. This person will coordinate the efforts of supporting partner organizations as well as retain and manage a team of consultants. In addition to running the green infrastructure program, this person will support New Jersey Future’s other work around green infrastructure, including state-level advocacy and combined-sewer overflow solutions. Practitioners with at least five years’ experience in land use planning, green infrastructure implementation, local government administration, development and/or related fields are encouraged to apply.

REQUIREMENTS

• College degree in planning, public policy, environmental resources, or comparable field.
• Knowledge of New Jersey’s land use system and development process. Familiarity with green infrastructure techniques and stormwater management regulations desired. Ability to analyze development and operating pro-formas a plus. 
• Demonstrated organizational skills. Experience managing projects and organizing meetings.
• Ability to multi-task, be a self-starter.
• Robust communications (written and public) and interpersonal skills.
• Proficient in Microsoft Office, including PowerPoint

Under direct or general supervision, the Planning Technician provides daily technical support to the Planning Department team and plays a significant role in providing information at the Planning public counter. This is an entry-level position in the planning profession and will expose the staff member to a wide variety of current planning and possible long-range planning projects in a small, dynamic coastal city. Knowledge of land use planning laws and practices is required, and knowledge of California local government and coastal planning is preferred.  Some knowledge of environmental resource planning, building and/or engineering concepts is helpful.  

Bachelor of Arts degree in urban planning or related field; AA degree and one year of experience working in planning, or with GIS systems, may be substituted for completion of a BA degree. Experience working in a professional planning environment is desired, especially work experience at a public counter or in a California coastal community.
