Urban Planning GIS Specialist - Spin Scooter

Who: Spin operates electric scooters in cities and campuses nationwide, bringing sustainable last-mile mobility solutions to diverse communities. Recognized for its consistent cooperation and collaboration with cities, Spin partners closely with transportation planners, elected officials, community groups, and university administrators to bring stationless mobility options to streets in a responsible and carefully orchestrated manner.

Based in San Francisco, Spin is a diverse team of engineers, designers, urban planners, policymakers, lawyers and operators with experience from Y Combinator, Lyft, Uber, local and federal government, and the transportation advocacy world. Spin was known for launching the first stationless mobility program in Seattle, and has since expanded to become the exclusive electric scooter partner in mid-sized cities like Coral Gables, Florida and Lexington, Kentucky, and one of a few permitted scooter operators in large cities like Denver, Detroit, and Washington, D.C. The team embeds in cities and neighborhoods to understand their specific transportation needs, and hires locally from the community.

What: Spin is expanding quickly and looking for top-tier talent to help us bring affordable and accessible transportation options to cities and define what future safe streets will look like.

Spin is seeking an outstanding, analytically-minded urban planner to join our fast-growing, fast-paced team. Based in our Chicago, IL office , the position will work closely with the entire Business Team -- and cross-functionally throughout the company -- to use data, maps and other visualizations to help us launch and scale markets, make the case for safer and more livable streets, and tell a great story around what Spin brings to cities. The ideal candidate is a passionate urbanist with strong quantitative and programming skills, with experience working on practical urban planning or transportation applications.

Minimum Qualifications
Graduation from an accredited four (4) year college or university with major coursework in Planning, Geography, Social Science, Landscape Architecture, or a planning related field, plus five (5) years of planning related work.

Twelve (12) semester hours of relevant graduate college course work may substitute for six (6) months of required experience with a maximum substitution of two (2) years.

Experience in planning, related work may substitute for one the education up to the maximum of four (4) years.

Notes to Applicants
This position will be filled at one of the following levels, depending on applicant qualifications:

Duties, Functions and Responsibilities specific to this position will include, but are not limited to:
  • Provide technical support and participate in the evaluation of specific projects through the all development phases.
  • Collect, organize, archive, and interpret relevant project data to evaluate project progress, including reports and metrics of Small Area Plans
  • Support other Division planning/urban design projects, which could include: corridor plans, center plans, district-specific plans, and other Small Area Plans; public realm improvement projects; and other urban design initiatives. 
  • Work with other City departments and external stakeholders and project participants.
  • Conduct public outreach and engagement efforts, including public meetings and stakeholder input.
  • To the extent projects use outside consultants: assist with definition of the consultant budget and scope of services; coordinate activities and communications between the consultants and City departments; review and comment on consultant deliverables.
  • Serve as participant on capital projects with work performed by staff, other City Departments and consultants, providing subject matter expertise, ensuring adherence to quality, budget and schedules.

Preferred Qualifications

Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1. Researches information as requested and/or needed. Analyzes data to discover patterns and/or discrepancies.
2. Writes information reports. Writes/drafts legal documents, i.e. contracts, regulations, ordinance amendments, resolutions, etc.
3. Answers citizen questions and provide assistance. Speaks as City representative before boards, commissions, public groups, etc.
4. Reviews plats and site plans for compliance with policy codes, ordinances, standards, etc. Reviews traffic impact analyses.
5. Provides technical advice and assistance to citizens, contractors, departments, management, etc. Coordinates meetings between consultants, public, etc. and city staff. Coordinates division/section activities with other divisions/sections.
6, Interprets/explains/enforces city policies and procedures, building/land development codes specifications, ordinances, etc.
6. Conducts field checks to verify correctness of data. Reviews and evaluates various reports and studies. Maintain project files and records.
7. Develops short/long range plans.
8. Seeks/evaluates/recommends purchase of city property. Monitor contract expenditures.
9. Plans and develops survey instruments, i.e. questionnaires, rating scales, etc., and methodology for use.
10. Utilizes and modifies computer models and statistical packages for planning application.
