OVERALL DESCRIPTION OF JOB SCOPE AND RESPONSIBILITIES:
Responsible for preparing all applications for funding, including Low Income Housing Tax Credit (LIHTC), Tax Exempt Bonds, HOME, and AHP. Coordinate all aspects of an application and ensure items are finished in a timely, well-executed manner. Work with the Market President as a team to devise the best project. 

RELATIONSHIPS: This position reports to the Regional Market President, retains relationships with peers and all other departments within the company, maintains relationships with current and prospective residents, and maintains relationships with suppliers, vendors, and others serving the Company or the property. 

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:
Please note that the essential job functions listed here are not all-inclusive, rather they indicate the types of activities normally performed by this position and, therefore, may be modified and revised. Other duties may be required and assigned from time-to-time.

1. Coordinate and submit RFQ and RFP responses for potential future development opportunities.
2. Work with the Regional Market President to coordinate developments from inception through lease up.
a. Preliminary market studies
b. Create and maintain a critical path (development checklist)
c. Submit funding applications
d. Submit follow-up documentation as requested by funding sources
e. Coordinate due diligence in securing investors and lenders
f. Coordinate due diligence as a project moves to closing work with multiple funding sources
g. Work with Market President to assist in various neighborhood, municipal, and state processes to move a project forward (i.e. neighborhood meetings, partner meetings, city zoning submittals)
h. Participate in project team meetings led by Regional Market President
3. Work with development team in standardizing and establishing methods including, but not limited to:
a. Development checklists
b. Electronic organization
c. Application processes
4. Provide on-going coordination between architects, contractors, and other members of the project development team.
5. Maintain a high level of level of understanding of tax credit markets. 
6. Maintain relationships with outside consultants. 
7. Function as the go-to contact within Gorman for questions regarding the tax credit process or QAP for all markets we work in.
8. Be a face (voice or email) for a development project. 
9. Respond quickly and professionally to requests and serve as the point of contact for outside consultants.
10. Handle multiple deadline-driven projects in a truly fast-paced, team-oriented, multi-tasking environment.

JOB QUALIFICATIONS:
1. Bachelor's degree in Real Estate, or similar degree required.
2. Master's degree in Real Estate preferred.
3. Prior experience with real estate development preferred.
4. Team spirit cooperative, honest, trustworthy, and reliable.
5. Experience with Microsoft Office (i.e. Word, Excel, Outlook). 
6. Must possess proficient ability to communicate in English in oral and written format.

Bachelor’s degree in City or Regional Planning, Civil Engineering, Public Administration, Finance, or a related field (Advanced Degree preferred); ten years of experience in community development, public works construction, or a related field including four years of managerial experience at the executive level with a comparable jurisdiction. Responsibilities
In addition to providing primary leadership for long-term planning, the Director oversees the Divisions of Planning and Zoning, Building and Development and Code Enforcement. In doing so, the Director promotes, leads, and supports initiatives designed to provide guidance in long-term planning activities, as well as formulates, modifies, and improves programs and processes for planning and zoning, plan review, building development, inspections, and code enforcement. Also:
  • Reviews growth patterns, trends in land use, community needs and other factors in developing recommendations for controlling and regulating community development and services
  • Communicates and works proactively with developers and other community organizations to promote projects and programs that add to the economic health and quality of life of residents 
  • Establishes policies and programs for housing, redevelopment, neighborhood improvement, and plans review and inspections
  • Guides developers through the development process, coordinates site selection, negotiations, land assembly and city financing; ensures City codes and ordinances, state and federal laws are met; establishes control systems to ensure timely and effective implementation
  • Resolves problems and issues arising from the development process; works with applicants, department staff and other City departments to effectively resolve conflicts; works effectively with a variety of conflicting or competing interests
  • Serves as a member of the City's management team; provides information and recommendations regarding operations; assists in making decisions related to all facets of municipal government
  • Serves as technical advisor to City Boards and Commissions, City Council, Assistant City Manager, City Departments, and civic groups on planning, zoning, plan review, inspection, code enforcement, and related matters; interprets ordinances and regulations as they apply to respective areas
  • Selects, trains, motivates, and evaluates personnel; establishes and monitors employee performance objectives; prepares and presents employee performance reviews; works with employees to correct deficiencies; implements discipline and termination procedures
  • Confers with engineers, developers, architects, a variety of agencies, and the general public in acquiring information and coordinating development services matters
  • Supervises and participates in the development and administration of the department's operating budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements mid-year adjustments
Qualifications
  • Minimum of 10 years experience with at least 3 years serving as Community Development Director, or Deputy Director or similar managerial responsibility. Past position(s) should demonstrated extensive experience in urban planning, community development, placemaking, economic development, and growth management
  • Knowledge of current trends in planning and zoning, new urbanism, form-based zoning, low-impact development, and use of bonus measures to encourage desirable development outcomes
  • Ability to work effectively with a variety of conflicting or competing interests through consensus building, discussion and persuasion
  • Knowledge of land use and development principles and practices, engineering, plan review, and building inspection
  • Ability to research methods and sources of information related to urban growth and development
  • Ability to effectively apply development techniques and practices to the establishment of strategies, programs, goals and objectives

The City of Freeport is seeking a hands-on, high energy Community Development Director.  The Director acts as a liaison to developers, realtors and other planners on proposed development, administers and enforces the planning and zoning rules and regulations, and prepares and administers all economic and community development grants. Also responsible for code enforcement.
Key responsibilities of the Director will be to help develop strategies for business retention and expansion, as well as to assist in responding to requests for information from prospective businesses.  He or she will manage activities in the City Tax Increment Financing (TIF) districts and administer the enterprise zone.  Providing technical support for plans and projects will also be required.
Candidates must have an extensive working knowledge of zoning, annexation, and site development rules, regulations and ordinances; ICC codes; and knowledge of financial instruments for encouraging private development.  The ability to conduct public hearings on a variety of planning and development issues and determine the City's capacity for community development is required.  Qualified candidates will excel at customer service, interpersonal, communication and presentation skills, have unquestionable integrity and ethics, be a team player and be comfortable working in a small city environment.  He or she will have to be “hands on,” capable of functioning with a small staff and be highly collaborative.
