Job Description

The Division of Preservation Finance seeks a Director for Lead Prevention
and Healthy Homes Initiatives to manage the Primary Prevention Program
(PPP), a federally funded program that makes loans to single and
multi-family homeowners for lead treatment, and to establish Healthy Homes
programs and practices in the Division of Preservation Finance. The
Division of Preservation Finance administers multiple loan programs
including the Multifamily Housing Rehabilitation Program, the
Participation Loan Program, the Green Housing Preservation Program, the
HUD Multifamily Loan Program and the LIHTC Preservation (Year 15) Program.
These programs facilitate the rehabilitation of privately-owned
multifamily buildings throughout New York City.

Minimum Qualification Requirements

1. A baccalaureate degree from an accredited college and four years of
full-time satisfactory professional experience in the development, design,
construction, appraisal, financing, negotiation or disposition of real
estate or in real estate law, or in urban planning, design or renewal, or
analytical or coordination work related to housing programs; at least 18
months must have been in an executive, administrative or managerial
capacity or supervising professional personnel performing work in the
fields noted above; or 2. Education and/or experience which is equivalent
to "1" above. Graduate study in the field of urban studies, city planning,
business or public administration, finance, architecture, engineering or
other related fields may be substituted for up to one year of the required
experience on the

basis of 30 credits equaling one year of experience. Graduation from an
accredited law school may be substituted for one year of the required
experience. However, all candidates must have three years of work
experience including at least 18 months of executive, administrative,
managerial or supervisory experience as described in "1" above.


Preferred Skills

Candidates must have strong management skills, be detailed-oriented,
organized, self-motivated, and be able to manage multiple projects and
meet deadlines. Candidates must also demonstrate strong verbal and written
communication skills. Demonstrated analytical skills, and ability to use
data to manage and work effectively with others to obtain results promptly
as required. Strong computer skills, especially facility with Microsoft
Excel and Word, required. Candidates with Bachelors or Masters in Urban
Planning, Real Estate Finance, Business Administration or related fields
are strongly preferred.

Residency Requirement

New York City residency is generally required within 90 days of
appointment. However, City Employees in certain titles who have worked for
the City for 2 continuous years may also be eligible to reside in Nassau,
Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if
the residency requirement applies to you, please discuss with the agency
representative at the time of interview.
