Provides planning, training and exercise assistance to State agencies and local government entities. Activities may be concentrated in a specialized mitigation, preparedness and/or recovery program. Travels to locations throughout the state.

DESCRIPTION: This is a responsible administrative and professional position that manages a variety of Community Development Block Program projects within the City of Joplin.
GENERAL DUTIES AND RESPONSIBILITIES:

GENERAL TASKS AND RESPONSIBILITIES:

- Provide technical assistance to program participants on CDBG disaster programs and policies, program regulations, and reporting/documentation requirements.
- Assist Department Director and/or supervisor to design and implement and manage CDBG disaster programs.
- Monitor program financial and administrative performance and compliance.
- Manage and process project documentation via both internal and external document management systems for approval and review by Department Director and/or supervisor.
- Coordinate program reporting and compliance activities with other team members. • Performs related duties as required. GENERAL PHYSICAL REQUIREMENTS:

- Skill in expressing ideas effectively, both orally and in writing.
- Ability to establish and maintain effective working relationships with associates, subordinates, municipal officials, board and commission members, developers, representatives of other agencies and local communities and the general public.
- Ability to write complex and technical Request for Qualifications (RFQ’s) and Request for Proposals (RFP) for the specific projects.
MATHEMATICAL ABILITY
- Ability to perform and supervise technical research studies, analysis, and the presentation of the results of such research.
JUDGMENT AND SITUATIONAL REASONING ABILITY
- Skill in researching and preparing informational materials regarding planning, zoning and community development issues.
PHYSICAL REQUIREMENTS
- Requires long periods of sitting; must be mobile to such a degree that allows efficient, effective essential job related movement such as moving around a building or work area to perform essential job functions.
- Low levels of twisting and bending may be required.
- Must have manual dexterity sufficient to operate common office equipment such as computers, typewriters, copiers, FAX machines, and telephones.
ENVIRONMENTAL ADAPTABILITY
- Knowledge of Community Development Block Grant program regulations.
- Skill in maintaining a variety of records and preparing a variety of reports.
- Skill in operating a variety of standard office equipment.
- Skill in management practices, including a successful record of project implementation, coordination, and completion of multiple projects and tasks.
GENERAL QUALIFICATIONS:
- Minimum of 5 years of related experience and a Bachelor’s degree in; business, management, public administration or urban planning, or a technical discipline.
- OR minimum of 3 years of experience and a Master’s degree.
- Specialized knowledge of CDBG administration, management consulting practices, ability to interpret complex technical information.
- Excellent written and verbal communication skills.
- Must possess a valid driver’s license and be able to successfully complete a thorough background check, and successfully complete a physical exam and drug test.
SALARY RANGE: $46,303 - $69,793, with starting salary $46,303 with excellent benefits.
