PURPOSE

The Crime & Intelligence Manager provides analytical support to ongoing investigations and assist in the production of analytic products for presentation in law enforcement and community-based forums.   

ESSENTIAL FUNCTIONS

  • Applies appropriate analytical methods and techniques to identify and analyze raw information for the purpose of substantiating criminal patterns and/or trends and predictive analysis. 
  • Uses computerized analytic tools to create charts, maps, timelines, and link diagrams for the purpose of demonstrating analytical findings, including target relationships, time sequence of events, and criminal hierarchies.  
  • Conducts tactical, strategic and intelligence lead policing assessment of major crime. 
  • Manages the crime analysis section personnel.  
  • Assists in the development and training of Crime Analysts.  
  • Correlates, integrates, and evaluates varying types of information from investigative activities for the purpose of generating investigative leads, and prepares reports to document investigative activities and summarize findings.    
  • Leads and/or assists with special projects and investigative efforts of the Milwaukee Police Department.  
  • Assists law enforcement officers at crime scenes and during the execution of search warrants in the identification and collection of notes, files, records, and other items to be analyzed and/or used for intelligence purposes, and the development of intelligence lead case management.  
  • Develops curriculum and provides training to department members in intelligence lead policing strategies.   
  • Provides training to other Federal, State, and local law enforcement intelligence personnel. 
  • Works in partnership with associated Federal, State and local agencies, analysts, and investigators to facilitate information sharing in accordance with national Crime Intelligence Sharing plan.

MINIMUM REQUIREMENTS

1. Bachelor’s Degree in Criminal Justice, Information Management Systems, Computer Science, or closely related field from an accredited college or university.  
2. Four years of strategic analysis and criminal intelligence analytical experience.   
3. A minimum of three years of work experience with relational database development, management, and data mining.             
NOTE:  Equivalent combinations of education and experience may also be considered. A candidate may underfill at a lower level until the minimum qualifications are met.   
4. Valid driver’s license at time of appointment and throughout employment. 

DESIRABLE QUALIFICATIONS

  • Certified Law Enforcement Instructor  
  • Certified Structured Query Language Administrator  
  • Law enforcement experience  
  • Instructor and presentation experience in the field of criminal intelligence

CURRENT SALARY

The current starting salary (1FX) is $62,338 for residents of the City of Milwaukee, appointment above the minimum is possible up to $77,297 with approval. The annual starting salary is $60,809 for non-Milwaukee residents, with appointment above the minimum possible up to $75,401. 

SELECTION PROCESS

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Milwaukee Police Department reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.   
INITIAL FILING DATE - The examination will be held as soon as practical after November 3, 2015. Even though the City is legally able to enforce the current residency requirements based on a recent Wisconsin Court of Appeals decision, the City has agreed to continue to suspend enforcement of the ordinance during the time it may take to know whether the Wisconsin Supreme Court will review the case.  Once the Supreme Court refuses review or affirms the Court of Appeals decision, the City intends to fully enforce the ordinance. Consequently, employees who disregard the requirements of the ordinance do so at their own risk. The L. Douglas Wilder School of Government and Public Affairs at Virginia Commonwealth University invites applications for up to five open-rank tenure eligible faculty positions to begin in the Fall 2016 semester. After the successful recruitment of sixteen new faculty colleagues in the past three years the School is seeking to continue its growth by expanding its commitment to sustainability, justice, resiliency and equity in government. Successful candidates will join an interdisciplinary group of colleagues who are linking crime prevention and place-making in diverse urban environments. This focus reflects the core areas in the Wilder School (criminal justice, homeland security and emergency preparedness, public administration, public policy and urban and regional studies and planning) and aims to foster improved community and government relations that promote safe, economically viable and engaged communities.

We seek applicants who will contribute to the strength and diversity of our faculty and whose scholarship is in one of our core areas. For one or more of these positions we are interested in hearing from candidates with interest or experience in data analytics, particularly from an econometric perspective. The faculty member will be required to have an established research agenda and a clear potential for external funding, and potential for scholarship or creative expression to complement and expand existing expertise in the School. Candidates seeking a position at the Associate/Professor level must have a well-developed scholarly/research portfolio with evidence of multi-disciplinary applications and external funding appropriate to complement and expand existing School expertise.

In particular, the Criminal Justice program seeks applicants with active research in corrections, policing, or race issues; the Homeland Security and Emergency Preparedness program welcomes applicants who are studying emergency management, terrorism, and/or cybersecurity; the Public Administration/Public Policy program seeks expertise in public management and local governance; and the Urban and Regional Studies/Planning program invites those with expertise in economic development and finance, with a focus on real estate and/or historic preservation.
All candidates should show a commitment to high-quality instruction at the undergraduate and graduate levels, including teaching and mentoring in the school-wide Ph.D. program in Public Policy & Administration. Evidence of scholarly productivity is required and a Ph.D. in a related discipline is expected (ABDs will be considered subject to demonstration of timely progress towards degree completion and the completion of all requirements for the PhD degree before the start of the appointment). Hiring at the Assistant Professor level is most likely although exceptional Associate Professor or Full Professor candidates with nationally recognized scholarship and a history of securing external funding are also welcome to apply.

San Francisco State University, School of Public Affairs and Civic Engagement invites applicants for a tenure-track Assistant Professor position in Punishment and Social Control beginning August 2016.   

The department seeks individuals with a background in the critical study of crime, law and justice systems with a specialization in punishment and social control. 

The School of Public Affairs and Civic Engagement is an interdisciplinary school of public affairs oriented scholars formed in 2012 that offers degree programs in criminal justice studies, environmental studies, public administration and urban studies and planning.  Candidates would primarily be responsible for expanding the School’s curricular offerings in criminal justice studies, but candidates who can also contribute more broadly to the School’s mission are strongly desired.

Qualifications:

Applicants from a wide range of specializations related to Punishment and Social Control will be considered; Ph.D. in a related discipline or J.D. from an accredited program required.
Candidates should have a strong background in the study of punishment and social control from an interdisciplinary perspective (broadly defined from the more traditional foci of research such as jails and prisons, to more broadly conceived aspects of punishment such as ‘community corrections’, urban surveillance systems, and school discipline), especially as it relates to processes and practices of racialization, gender, sexuality and other vectors of inequality. 

Candidates must demonstrate the ability to teach courses in the areas of their specialization, as well as Cross-disciplinary approaches to Criminal Justice, Research Methods, Jails and Prisons, and Field Course in Criminal Justice Studies.

Excellence in teaching and scholarship must be demonstrated, and candidates are preferred who have teaching and/or research experience with a large, diverse student body.

Track record of effectively leading in a performance-and outcomes-based organization.  Past experience with cultivating board member relationships.  Experience, developing and promoting programs with community groups, political leaders, and/or businesses.  Experience with violence prevention strategies, preferred.
