Hazard Mitigation Planner (FEMA), Michael Baker International

 DESCRIPTION

Michael Baker International is seeking someone to join our team with experience in the National Flood Insurance Program, hazard mitigation and local community planning who can provide support for our Federal Emergency Management Agency (FEMA) client.  This is an exciting opportunity to work with a national network of risk communications, community outreach, partnership building, hazard mitigation, and engineering experts to tackle multiple hazards.

 

Responsibilities include: 

  • Providing planning technical assistance to drive engagement, integrate hazard mitigation into community growth decisions, and support plan implementation.
  • Working closely with federal, state and local governments to promote the implementation of hazard mitigation actions that reduce vulnerability to flood and other natural hazards. 
  • Writing and review hazard mitigation plans to determine mitigation planning technical assistance and training needs, as well as conduct activities that promote the implementation of mitigation actions.
  • Conducting mitigation planning training (in person and via webinar) to state, tribal and local governments. Conduct presentations and support meetings involving external stakeholders.
  • Providing planning and community engagement support in a variety of community meetings where multi-hazard mapping products and risk assessment tools are updated to accurately show multi-hazard risk based on existing and future development.  
  • Collaborating with internal team members and clients to establish program vision, goals, and implementation strategies.
  • Assisting with the development of scopes of work for projects, including project descriptions, budgets, and schedules.
  • Providing input to National hazard mitigation projects in coordination with other Michael Baker staff.
  • Providing support to special projects.
  • Moderate travel required in non-pandemic situations. Michael Baker International follows all local public health precautions.

 

PROFESSIONAL REQUIREMENTS 

  • Four-year degree in Planning, Engineering, Public Policy, Emergency Management, or related discipline. 
  • 3+ years of related experience. 
  • Experience with FEMA hazard mitigation programs, like the National Flood Insurance Program (NFIP) and Hazard Mitigation Assistance (HMA) and other components of Risk MAP, FEMA's mapping program. 
  • Experience with preparation of and/or review of FEMA Multi-Hazard Mitigation plans
  • Experience building and sustaining partnerships.
  • American Institute of Certified Planners (AICP) or Certified Floodplain Manager (CFM) desired but not mandatory.
  • Experience with meeting planning and public presentation.
  • Experience in hazard resiliency, climate change and floodplain management. 
  • Knowledge of hazard mitigation actions that reduce flood risk in communities.
  • Experience with grant management/development and benefit-cost analysis.
  • Levee experience preferred.

Ideal candidates will have experience working in the public sector with a background in finance, economics, public policy, accounting, grant management or related area and a track record of consistent academic and professional accomplishments. We are looking for consultants who can join the team immediately and commit to long-term recovery efforts.

JOB DESCRIPTION 
The multi-billion-dollar hurricane recovery effort will require consultants to:
  • Collect, analyze, organize, and summarize financial data.
  • Provide management and analytical support to recovery efforts.
  • Perform extensive reviews of financial documentation including, but not limited to, grants, A/R & A/P records, invoices, purchase orders, requisitions, proofs of payment, withdrawals, contracts, labor / payroll records,
  • Develop methodologies to accurately account for eligible disaster-related costs and streamline delivery of disaster funds and services.
  • Prepare federal grants, cost estimates, audits and other products that support disaster response and recovery efforts.
  • Ensure compliance with standard accounting and procurement principles as well as with the applicable laws, rules, and regulations, including OMB circulars, Code of Federal Regulations (CFR), etc.
  • Perform other work as required.
The consultant must be comfortable interacting directly with clients, including senior managers and executives. Must be prepared to operate in an intense, dynamic, challenging work environment and be experienced working in a team atmosphere but also able to deliver independently.

DESIRED QUALIFICATIONS
  • Bachelors or Master’s Degree, preferably in Accounting, Public Policy, Economics, Business, or Finance, or related field, and 1-4+ years’ experience in consulting or public sector.
  • Ability to work well independently.
  • Advanced skills with Microsoft Office software (Word, Excel, Access, PowerPoint) and a quick learner with new software applications
  • Ability to both lead teams and be a productive supporting member of other teams.
  • Strong interpersonal, leadership, and negotiation skills.
  • Ability to interpret federal and state emergency management requirements and regulations.
  • Previous experience working with the FEMA Public Assistance Program or long-term community recovery is helpful, but other qualified candidates will be considered. Candidates without experience will receive training.
  • Outstanding written and verbal communications skills.
  • Must be a U.S. citizen and be able to successfully complete a background and criminal history check.
  • Must be local to affected areas, or willing to relocate to client site. Official travel may be authorized for candidates that meet client/firm requirements.

EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This position is being announced under FEMA's Reservist Program. This is a 2 year appointment in the Excepted Service. Employment is on an intermittent basis. Veterans’ preference does not apply to the reservist program selection process.

Duties
As a Mission Assignment Specialist (MASP) in FEMA's Reservist Program, you will be responsible for assisting the Mission Assignment Manager in preparing, tracking, and monitoring Mission Assignments (MAs). Typical assignments include:
  • Gather pertinent information to process MAs; Identify and prevent duplicate requests;
  • Input Resource Request Form (RRF) information into Enterprise Coordination and Approval Processing Systems (eCAPS) to create and processes MAs;
  • Prepare and review MA documents and obtain signatory approvals, as necessary;
  • Coordinate the mission statements, cost estimates, and estimated dates of completion with Federal agencies, when assigned;
  • Monitor MA Assignment billing and reimbursement.
  • Create and maintain accurate MA files for record keeping;
  • Prepare amendments to MAs and prepare MA Task Orders, as directed; Provide copies of approved MAs to responsible parties and update status of mission assignments in WebEOC
Job Requirements
  • This position requires a Public Trust background investigation.
  • You must be a U.S. citizen to be considered for this position.
  • Travel will be required.
  • You must be able to obtain and maintain a Government credit card.
  • Selective service registration is required.
Qualifications
  • You must meet eligibility and qualification requirements by the closing date of this announcement. To qualify for this position, you must possess atleast one of the following:
  • Experience coordinating disparate partners and stakeholders under short timelines in a rapidly changing, austere environment to achieve common objectives
  • Experience establishing and tracking metrics to measure completion of objectives and tasks
  • Experience participating in incident action planning processes that identify resources and work assignments and supporting documents that provided direction and information for management of the incident
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provide valuable training and experience that translates directly to paid employment.
