POSITION TITLE: Planner IV - Transportation 
SALARY: 17A $32.37hr 
STATUS: Regular Full Time 1.0 FTE

AK UNION STATUS: 01 APEA REPORTS TO: Deputy Planning Director 
BASIC FUNCTION: Provide professional transportation planning functions to the FNSB and the Fairbanks Metropolitan Area Transportation System (FMATS) to include highway, street, air, mass transit, bicycle and alternate modes and the impact of land use development on the transportation system.

TYPICAL DUTIES:

1. Attend FMATS Technical Committee and specialized Working Group meetings and open house events public meetings for FMATS related programs and projects. 
2. Provide projections and trend analysis on economic, demographic and land use information for transportation planning purposes. 
3. Perform analysis of road and intersection capacity; retrieve information and develop statistics for a variety of users. 
4. Secure funding for program by participating in writing the FMATS Unified Planning Work Program (UPWP) and fulfil the FNSB duties outlined in the UPWP. 
5. Submit quarterly reports and annual year-end reports to Federal Highway Administration summarizing progress on Unified Planning Work Program 
6. Administer local review process for all federal and state funded highway projects. 
7. Administer the FNSB Transportation planning function utilizing the comprehensive road plan, and advise on technical aspects of transportation planning. 
8. Prepare written and oral presentations for Planning Commission and Assembly meetings and represent the Borough at the Chamber of Commerce Transportation Committee. 
9. Design and conduct special planning studies and evaluate transportation aspects of all subdivision, street vacation, zoning and conditional use applications. 
10. Review zoning permit site plans for traffic concerns and parking lot design. 
11. Act as Borough representative on Alaska Department of Transportation and Alaska Railroad Corporation projects/studies. 
12. Review, draft, and make recommendations on zoning and subdivision ordinances as related to transportation. 
13. Maintain transportation files and GIS transportation related data.

MINIMUM QUALIFICATIONS:

1. Bachelor's degree in planning (urban, regional, transportation or a closely related field), and three years of experience in transportation planning or a closely-related field. A graduate degree in planning or a closely-related field of study may be substituted for one year of experience requirement. 
2. Knowledge of the transportation principles and practices of planning and Federal and State laws and guidelines as they relate to the planning process. 
3. Demonstrated ability to prepare and evaluate plans, studies and statistical data and to present facts and conclusions clearly and effectively in oral, written and graphic form. 
4. Demonstrated ability to design a research study, gather pertinent information, analyze a variety of data, prepare interpretations and write reports on recommendations in a clear and concise manner. 
5. Ability to exercise sound professional judgment and deal with staff and the public in a tactful and courteous manner. Utilize citizen involvement techniques to encourage public participation. 
6. Demonstrated ability to operate a personal computer to include word processing, spreadsheet development. GIS experience preferred. 
7. Familiarity with travel demand forecasting software and programs such as Community Vis, TransCAD, Synchro, and highway capacity software preferred. 
8. Ability to conduct a traffic impact analysis and review transportation modeling submitted for large scale developments. 
9. Must have and be able to maintain a valid driver’s license. Must meet insurance standards and maintain insurability under the Borough's insurance program. If personal automobile is used for Borough business, proof of automobile insurance at statutory limits must be provided. (A CURRENT COPY OF DRIVING RECORD WILL BE REQUIRED AT TIME OF INTERVIEW.) 
10. A PROFICIENCY TEST MAY BE ADMINISTERED. 
11. This position requires a criminal background check.

JOB RESPONSIBILITY: Supervisor responsibilities: participates in new-hire interviews, provides input on employee evaluations, and other applicable employee-related actions. WORK ENVIRONMENT: Private/semi-private office with good, clean conditions; while in the field, there is minor accident/hazard probability; requires short periods of light lifting, pushing or pulling (1-25 lbs.).
