The Collaborative Firm, LLC, a land use planning and real estate development firm based in East Point, GA, is seeking a qualified Director of Planning Development to join our team of professionals.
Responsibilities: The Director of Planning Development plans, monitors, manages and evaluates urban and regional planning project activities.
Duties also include:
  • Experience in preparing planning and zoning documents such as comprehensive plans, planning studies, zoning ordinances and staff reports. 
  • Strong interpersonal skills; 
  • Ability to make an effective presentation; 
  • Proven written communication skills; 
  • Excellent analytical and research skills; 
  • Proficient problem-solving skills; 
  • Project Management Skills; 
  • Management experience; 
  • Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook; 
  • Exemplary work ethic; 
  • Availability to attend night meetings; 
  • Evaluating projects on a cost/benefit basis; 
  • Evaluating and processing rezoning, design review, and use permit requests for projects within the downtown area; 
  • Preparing reports on economic development activities for administrative, advisory boards, and City Council decision-making; 
  • Soliciting development proposals from private development companies; 
  • Negotiating development agreements and contracts with private developers.
  • Work is either oriented towards short-term or multi-year projects.
Responsibilities include:
  • Administer local zoning ordinances, zoning maps, comprehensive plans and future land use maps. 
  • Field zoning calls and provide assistance at a zoning help desk. 
  • Technical review of development applications (site plan, rezoning, variance, conditional use, etc.) 
  • Review and approval of business licenses, certificates of occupancy, and various permits. 
  • Preparation of staff reports, including staff recommendation and conditions. 
  • Preparation of zoning verification letters. 
  • Assist in the preparation of zoning ordinances, comprehensive planning studies, and other planning documents. 
  • Planning, land use and economic development research, data collection, and analysis. 
  • Preparation of land use assessments and zoning analyses. 
  • Conduct economic development research and analysis, techniques for assessing economic data; consensus building techniques among board members, stakeholders and the community as a whole. 
  • Prepares memos, detailed analytical documents, management reports, and project status reports in order to communicate program success, explain complicated ideas, and describe complex projects. 
  • Facilitation of public meetings, including community meetings, visioning exercises, character preference surveys and design charrettes. 
  • Interprets zoning codes and advises individuals and project representatives on the process or other actions requiring application reviews. 
  • Reads and interprets site plans, building elevations, landscaping plans, and legal descriptions for accurate representation on zoning maps. 
  • Develops, upgrades, or reviews zoning ordinance procedures. 
  • Conducts research and analyzes data relating to economic development, demographics, building permits, zoning, financing sources, real estate needs, investment strategies, and incentives, and then formulates recommendations. 
  • Preparation and presentation of information to elected and appointed boards and authorities, local government staff and citizens. 
  • Exercise initiative and independent judgment. 
  • Establish and maintain effective working relationships with business executives, site selectors, regional and state economic development agencies, developers, and City/County officials, management, departments, and advisory boards. 
  • Coordination with local and regional government staff. 
  • Update planning and zoning applications and procedures. 
  • Assistance with long-range planning efforts, familiar with Metro Atlanta regional and state planning agencies. 
  • Experience in writing proposals.
Requirements Minimum qualifications include:
  1. At least 10 years of professional land-use planning, community development, economic development, public sector marketing, and community relations, including 3 years of management/administrative experience in local government; 
  2. A bachelor’s degree in urban planning, urban design, public administration or a related field; 
  3. AICP certification. An equivalent combination of education and experience may be considered. Experience as a Planning Director, a master’s degree and experience in economic development and/or land use/planning law is preferred. Salary & Benefits Annual salary depending on qualifications.
