The Planning Department Manager will oversee the Planning Department; direct and/or participate in all stages of plan development including analysis, presentations, public participation, client meetings, policy and best practice research; develop and maintain client relationships; and identify and assist with marketing efforts. Identify needed support from other departments or provide support to other departments. Coordinate these efforts with the department heads. Identify project staff for project pursuits, including all disciplines/roles necessary for the project. Coordinate with the appropriate departments. Assure that Quality Assurance/Quality Control is being performed on every project in accordance with TYLI Corporate, Line of Business, Central Region, and project specific policies. Serve as technical resource to project, department, and office staff. Address technical questions/issues. Review, or oversee review, of work performed by the department including technical and project management tasks. Coordinate with other departments and/or senior staff to assist in reviews, as needed. Develop project and department staffing projections on a monthly basis, at a minimum. Make assignments to department staff. Monitor workloads and assignments to maintain utilization rates of staff. Perform and/or assist in client negotiations regarding project scopes of work, fees, and contract terms. Monitor project budgets and schedules. Prepare financial forecasts for projects in accordance with company policy. Coordinate with Project Accountant on project set-up, monitoring, progress reports, re-budgeting, supplements, subconsultant agreements, insurance requirements, accounts receivable, and invoicing. Assist with identification, interviewing, and hiring of planning personnel. Coach/mentor/train planning staff. Develop staff for advancing in their careers. Identify opportunities and make appropriate recommendations for advanced project roles of deserving staff. Perform or assign annual employee reviews. Coordinate with other departments for input on planning staff. Make recommendations for promotions and salary increases. Identify and recommend resource needs (hardware/software, library materials, etc.), as well as training opportunities. Qualifications: A Master’s degree in Urban Planning is preferred with 15 or more year’s municipal transportation and environmental planning experience. Must have a broad knowledge base in urban planning with a transportation focus, including GIS and comprehensive transportation and land use planning, and specific knowledge in complete streets, bicycle and pedestrian planning. AICP certification required. Experienced in traffic impact studies, parking studies, and transportation projects that include public transportation and non-motorized transportation elements. General Overview

This full time regular Program Associate position provides GIS and planning support for a wide range of projects and activities in the Sun Corridor program. This position will involve research, data analysis, product development, and presentations associated with projects and program activities. On occasion, field work will be required, which may include monitoring environmental indicators, site visits, photography trips, and interviewing members of the public, among other tasks. The Program Associate will collaborate in a team-oriented work environment and will be expected to work under limited direct supervision on tasks assigned.

The Sun Corridor Legacy Program focuses on addressing a variety of complex challenges that surround the mega region that includes the cities of Tucson, Phoenix, and Prescott. As the largest and fastest growing populated area in the Intermountain West, the Sun Corridor presents opportunity for the Sonoran Institute to discover new ideas that will bridge sustainability, economic growth, and the unique culture of the region.

• Program Support:  will carry out research, data analysis, field work, product development, and program-related presentations, including the preparation of written reports describing this work and its findings.
• Stakeholder & Community Engagement:  will provide support to the program with regard to stakeholders and community leaders, which may involve data collection, process facilitation, and public presentations.
• Development & Communication:  w will assist the Program Director in the preparation of proposals, reports, and other collateral materials to potential and current program sponsors, as well as communications materials designed to promote the program to technical and general audiences.
• Program Management:  The Program Associate will collaborate with program and budget managers to develop and implement project schedules that meet objectives for cost and time factors.

Qualifications

• A Master’s  degree in Urban or Regional Planning, Ecology, Landscape Architecture, Architecture, Sustainability, Political Science, or Environmental Sciences; or similar, with at least three years relevant work experience; or a Bachelor’s Degree with five or more year’s work experience required. 
• Professionals with skills including writing, public speaking, GIS, Microsoft Office

The Senior Project Manager assumes responsibility for coordinating and managing special initiatives, consulting, and development projects of all sizes and participating in projects led by other staff. The Senior Project Manager takes an active role in securing new work, planning projects, defining methodology and work plans, coordinating and leading a project team, adhering to project budgets and timelines, managing client and inter-departmental relationships, presenting findings to clients and project accounting and reporting. The Senior Project Manager works on many real estate projects simultaneously, participates in departmental planning meetings for projects, is an active Project Team Leader or Project Team Member on projects, and supports the work of the Director and other RES staff as necessary.

Duties and Responsibilities:

1. Plans and organizes special initiatives, real estate consulting, or development projects of all sizes as a Project Team Leader, including establishing goals and timelines, and delineating clear steps that will lead to successfully completing the project.

2. Manages special initiatives and large, complex consulting projects and represents IFF on such projects. From time to time, may manage development projects and represent IFF on such projects or work with IFF's Owner's Representatives on such projects. (See #3 for specific job duties.)

3. Coordinates all aspects of project management for each project or initiative assigned as a Project Team Leader including scheduling internal and external meetings as appropriate, following project steps that have been delineated, managing Project Team Members, including training and mentoring new project associates and project managers, and ensuring that project goals and milestones are being met.

Position Qualifications:

Education: Bachelor's Degree required, preferably in urban planning or studies, business or finance. Advanced degree in real estate, planning, policy, business, social science or social work preferred.

Experience: At least five years experience in economic or community development, real estate analysis or project development, financial analysis, or construction management.

Special Knowledge & Skills:

Direct experience with real estate development projects.

Knowledge of affordability housing programs, charter schools and nonprofits preferred.

Direct project management experience.

Experience working with clients or constituents.

Analytical and strategic skills; ability to plan, manage and implement multiple and complex projects; and ability to understand and conceptualize project goals.

Strong financial and analytical skills.

Overall understanding of finance and lending.

Excellent communication (written and oral) and interpersonal skills and ability to translate complex real estate and other concepts into relatable concepts for a broad audience.

Experience working with a team and managing a multitude of relationships and project partners.

Familiarity with the concepts of green design and construction and, ideally, experience with the U.S. Green Building Council's LEED™ Green Building Rating System (desirable, but not required).

Knowledge of construction practices and terminology and ability to read architectural drawings.

Ability to learn and use a wide variety of computer software related to project management, including word processing, database programs, spreadsheet and project management packages.

Unusual Physical Requirements: Regular travel in the assigned metro region and occasional travel throughout the Midwest is required. The Senior Project Manager will visit abandoned buildings and vacant lots, as well as construction project sites, for purposes of inspection and assessment.

Occasional evening and weekend work may be required.

THE POSITION: The PSRC is seeking an Associate Planner to perform a variety of tasks and activities that support the implementation of transportation projects in the central Puget Sound region. The position will provide general assistance and support to the Short-Range Transportation Planning Department, with a particular focus on the regional Transportation Improvement Program (TIP) and the delivery of transportation investments funded by PSRC’s Federal Transit Administration funds.
