AmeriCorps NCCC (the National Civilian Community Corps) provides you with valuable life experience and skill development while you lead a team of 18-26 year olds, earn money for college, travel the U.S., and help communities! The mission of AmeriCorps NCCC is to strengthen communities and develop leaders through team-based national and community service. Training for our Summer 2025 Traditional Corps will be held out our Southern Region campus.

Economic Development Program Manager - Community Design Collaborative (Philadelphia)

Who: The Community Design Collaborative strengthens neighborhoods through design. The Collaborative provides pro bono preliminary design services to nonprofits in greater Philadelphia, creates engaging volunteer opportunities for design professionals, and raises awareness about the importance of design in revitalizing communities. Since 1991, the Collaborative has matched nonprofits with skilled volunteers to engage their communities, put their visions down on paper, and advance to the next stage: gaining support, raising funds, and building projects.

What: The Community Design Collaborative is currently seeking an Economic Development Program Manager to coordinate technical assistance to support the revitalization of neighborhood commercial corridors in the City of Philadelphia. The Program Manager provides expertise on site specific projects, manages community engaged design process, serves on a design review committee, and organizes workshops and educational programs to support commercial corridor managers and businesses. Early design assistance informs high-impact, strategic investments for community organizations, utilizing their limited resources effectively and making positive contributions to the surrounding business district. The Program Manager is a contract-funded position through the City of Philadelphia Commerce Department.

What: Bloomberg Associates (BA) seeks an Urban Planning Team Project Manager to conceptualize, develop, and manage a range of projects relating to urban planning, public realm transformation, and urban economic development for multiple client cities. The Project Manager will serve as a core member of the Urban Planning team, working in close collaboration with his/her fellow teammates and colleagues across the organization to provide innovative, high quality advisory services and support to client cities.


S/he must be an experienced urban planning professional, with his or her core experience in land use planning. ABOUT
Established in 1975, Neighborhood Housing Services (NHS) of Chicago is a non-profit neighborhood
revitalization organization committed to helping homeowners and strengthening neighborhoods. Our mission is to create opportunities for people to live in affordable homes, improve their lives, and strengthen their neighborhoods.

NHS is a 501c3 non-profit corporation which includes five separate legal entities: Neighborhood Housing Services, Neighborhood Lending Services, Neighborhood Redevelopment Corporation, Neighborhood Redevelopment Corporation Initiatives, and Neighborhood Housing Services of the Fox Valley.

SCOPE AND RESPONSIBILITIES:
Responsible for the completion of construction, legal and compliance related activities for the Troubled Building Initiative II (TBI2) Program. Perform acquisition and feasibility assessments to assist community partners with vacant building strategy.

Specific Responsibilities:
  • Court-Ordered Receivership Activity
  • Works with Attorney and RC Construction Specialists at direction of Program Coordinator to ensure activities authorized under Court Ordered appointment are completed in a timely manner, court hearings are appropriately attended and activity is communicated clearly to the Court. Court-ordered
  • receivership activities may involve vacant or occupied properties.
  • Working with outside vendors, inspect property to determine level of rehabilitation required for property to be returned to productive use.
  • Works with RC Construction Specialist and Program Coordinator to prepare written specifications for
  • construction services at property. Coordinates the solicitation of bids and contractor selection with Program Coordinator. Ensures compliance with building inspections guidelines with City inspectors prior to Court hearings. Ensures all Building Permits have been duly executed.
  • Activity also includes visits to occupied properties where the Court has ordered relocation assistance be provided and units vacated, interviewing tenants, collecting income qualification documents, requesting relocation check, delivering relocation assistance check in person in exchange for keys and coordinating board-up and security of the property with third-party vendors.
  • Maintains electronic and paper case files and photographs, records of all court correspondence and a log of activity to ensure accuracy of construction documentation, including necessary Court Orders, disclosures, waivers, permits, and certifications for payouts.
  • Reclaiming Vacant Property
  • Research and identify, title, lien, tax and mortgage information. This activity includes updating the Program Database. At the end of each case, clearly and accurately summarizes into a final statement of activity for presentation to the Judge and all parties, records final liens.
  • Work with community partners and NHS neighborhood directors to assist with the assessment, acquisition, and disposition of vacant buildings.
  • Create and maintain relationships with developers interested in rehabbing vacant property.
  • Provide technical assistance with city forfeiture processes and other means of acquiring vacant property.
  • Identify opportunities for the strategic foreclosure of Receiver’s liens and make recommendations for property acquisition as appropriate.
Other Duties
  • Work closely with the City of Chicago’s Building’s and Law Departments, other NHS departments, and community-based partners. Attend and participate in functions, community events, meetings and/or trainings, including evenings and weekends.
  • Play an active role in new program development and implementation. Work collaboratively with NHSRC team to develop best practices.
  • Maintains required job skills and core professional competencies. Attends and participates in required educational programs and staff meetings.
  • Performs other duties as assigned.
PERFORMANCE MEASURES:
  • NHSRC meets or exceeds goals as identified in the Annual plan
  • Meet timeframes and documentation requirements of issued Court Orders.
  • Ensures Receivership properties are posted & secured appropriately.
  • 100% of Receivership Certificates filed/recorded within 30 days of approval.
  • Effective management of program resources.
  • Follows assigned projects to completion with minimal supervision.
  • Demonstrates initiative and works as NHSRC team member.
EXPERIENCE / SKILLS REQUIRED:
Education: Bachelor’s degree in related fields required.
Experience: 
  • One to three years of experience in community development/ urban planning and/or real estate preferred.
  • Experience in not-for-profit environment preferred.
  • Must have a valid driver’s license and access to a vehicle.
Desired Skills:
  • Knowledge of not for profit neighborhood development strategies and/or gov’t funding housing/and/or experience in construction.

Neighborhood Planner - City of Flint, MI

The City of Flint has a long and painful history regarding urban planning and its practices, principles, and ultimate recommendations. Policy recommendation and implementation measures through the Urban Renewal periods of the 1950’s-1970’s lead to legalized redlining creating massive amounts of urban sprawl, social imbalance and significant racial segregation that exist in current day Flint. Led by the award winning Imagine Flint Master Plan for a Sustainable Flint, over 5,000 Flint residents and community stakeholders engaged for over two years through a series of group sessions (both large and small), neighborhood and block club meetings, and public hearings to unanimously support and approve the City’s first official master plan since 1960. This highly participatory citizen planning process has since been repeatedly highlighted as a true and inclusive planning that is fair, real and tangible for improving the future of Flint.

Within Imagine Flint, Chapter 5: Housing and Neighborhoods, Objective #1 calls for the creation of “neighborhood planning framework areas” with concurrent strategies calling for the development of at least two neighborhood plans each year, for the next five years. A neighborhood plan sets the course for the neighborhoods future. It provides the context from which to evaluate concepts and make policy decisions. The plan and planning process assists community-based organizations in planning their activities to complement and help achieve common neighborhood goals.

To this end, the City of Flint Planning Division was recently awarded a two-year neighborhood planning grant. The funds will be used to develop at least 4 neighborhood plans over the next two years throughout the city. The city of Flint is actively seeking a thoughtful, skilled, and highly personable candidate to fill the Neighborhood Planner/Planner I role that will work closely with thousands of Flint residents and colleagues within the Department of Planning and Development. The position is grant-funded and requires at least a two-year commitment to fulfill the position.

A leader in the preservation of affordable rental housing, since 1984, CIC has originated more than 2,000 loans for $1.2 billion for the acquisition and rehabilitation of more than 55,000 units of affordable rental housing in the Chicago metropolitan area. CIC services a loan portfolio of $300 million and closes $30-$40 million in loans per year. Community Initiatives Inc. (CII) is a not-for-profit corporation established by CIC to take direct action to improve conditions in troubled multifamily properties and the communities in which they are located.
The Position: The Manager of CII is responsible for the overall management of CII, administration of its programs, and supervision of related staff. Programs include the Troubled Buildings Initiative, the Micro Market Recovery Program, and the Acquisition and Disposition of distressed properties.
Reports to: President/CEO of CIC
Duties and Responsibilities:
  • Provide general management of CII. Supervise staff, participate in development of annual budget, ensure that programmatic and financial goals are met, and ensure that appropriate records are maintained. Ensure that program and financial reports are provided to CII Board, funders, and others, as required.
  • Provide overall direction and oversee administration for the Troubled Buildings Initiative – both for multifamily and condominium properties. Act as primary representative of the program to the City of Chicago and the general public. Supervise and provide guidance to program officers and administrative staff. Work with staff to untangle and resolve complex problems.
  • Supervise program staff associated with the Micro Market Recovery Program. Act as primary representative of this program to the City of Chicago and the Local Initiatives Support Corporation.
  • Coordinate with Acquisitions/Dispositions staff regarding lien foreclosures and acquisition/disposition of multifamily, condominium, and 1-4 unit properties. Ensure that programmatic and financial goals regarding acquisitions and dispositions are met.
  • Coordinate efforts with other divisions of CIC, especially Multifamily Lending, Loan Servicing, and The Preservation Compact.
  • Participate in developing strategies to preserve affordable housing developed with government financial assistance.
  • Participate in the development of new programs and services. Negotiate contracts with government agencies or other funders.
  • Pursue activities in an entrepreneurial fashion to make CII a self-sustaining organization over the long term.
    Skills and Experience:
  • Masters degree in urban studies, finance, real estate, or related field.
  • 3-5 years experience in a supervisory capacity in real estate development or management.
  • Familiarity with local real estate markets; commitment to neighborhood revitalization.
  • Experience working with community based organizations and persons of diverse backgrounds.
  • Knowledge of both conventional private sector and governmental real estate finance.
  • Demonstrated ability with spreadsheet and other financial analyses.
  • Working knowledge of opportunities to gain control of properties through foreclosures on mortgage, property

POSITION
Vacancies are in the Planning Division of the Development Services Department. Under general supervision, works closely with community and neighborhood organizations to prepare and implement strategic planning and neighborhood revitalization initiatives.
