The City of Flint has a long and painful history regarding urban planning and its practices, principles, and ultimate recommendations. Policy recommendation and implementation measures through the Urban Renewal periods of the 1950’s-1970’s lead to legalized redlining creating massive amounts of urban sprawl, social imbalance and significant racial segregation that exist in current day Flint. Led by the award winning Imagine Flint Master Plan for a Sustainable Flint, over 5,000 Flint residents and community stakeholders engaged for over two years through a series of group sessions (both large and small), neighborhood and block club meetings, and public hearings to unanimously support and approve the City’s first official master plan since 1960. This highly participatory citizen planning process has since been repeatedly highlighted as a true and inclusive planning that is fair, real and tangible for improving the future of Flint.

Within Imagine Flint, Chapter 5: Housing and Neighborhoods, Objective #1 calls for the creation of “neighborhood planning framework areas” with concurrent strategies calling for the development of at least two neighborhood plans each year, for the next five years. A neighborhood plan sets the course for the neighborhoods future. It provides the context from which to evaluate concepts and make policy decisions. The plan and planning process assists community-based organizations in planning their activities to complement and help achieve common neighborhood goals.

To this end, the City of Flint Planning Division was recently awarded a two-year neighborhood planning grant. The funds will be used to develop at least 4 neighborhood plans over the next two years throughout the city. The city of Flint is actively seeking a thoughtful, skilled, and highly personable candidate to fill the Neighborhood Planner/Planner I role that will work closely with thousands of Flint residents and colleagues within the Department of Planning and Development. The position is grant-funded and requires at least a two-year commitment to fulfill the position.

SALARY RANGE: Mid I (1-4 years); $34,000-$41,000

GENERAL STATEMENT OF DUTIES: 
The Planner I position within the Department of Planning and Development assists with the coordination and facilitation of neighborhood planning initiatives and Parks and Recreation responsibilities. The position is responsible to ensure efforts related to both parks and recreation and community development are in complete alignment with the master plan. These duties include but are not limited to: community outreach and engagement, neighborhood planning initiatives, day to day oversight of parks maintenance and partnership opportunities, community and economic development activities, and providing support to Department efforts related to master plan implementation.
The ideal candidate will have a background and experiences in community planning and development and will demonstrate that they have an exceptional ability to develop positive relationships with a variety of community members, business representatives, and government organizations. This position will also conduct field research and collect data for current projects and assist in responding to public inquiries on planning and zoning issues.  This position requires strong analytical, project management and communication skills, including the ability to provide critical feedback, facilitate and manage group processes, and communicate clearly among multiple stakeholder groups both in writing and orally.
SUPERVISION RECEIVED:  Works under the general supervision of the Director of Planning and Development or Planner II or Planner III.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Understand the elements of land use plans, detailed site plans, and property site analysis.
  2. Provides support when needed to relevant Department staff for public commissions, councils, planning meetings.
  3. Analyze and synthesize demographic, housing and development data.
  4. Ability to provide excellent customer service to residents, neighborhood associations, city staff, and community stakeholders
  5. Provide information and analysis to other departments, outside agencies and the public.
  6. Have an understanding of  HUD grant programs such as CDBG, HOME, ESG grant
  7. Ability to monitor, evaluate and coordinate on-going planning processes with the city to align with master plan implementation.
  8. Ability to assist in preparation of neighborhood and small area plans in collaboration City neighborhood planning efforts.
  9. Guides community outreach and engagement activities for planning related initiatives, responsible for ensuring public awareness of city planning efforts and community events.
  10. Handles the development and documentation of annual neighborhood gatherings, including updating and maintaining comprehensive data on neighborhood level programs and projects.
  11. Give thoughtful and thorough public presentations.
  12. Monitors, assesses, and provides task assistance to various projects and committees
  13. Performs planning work, data collection, assists in writing reports; and project review.
  14. Assists in programming project objectives, research activities, and related activities
  15. Analyzes data, designs, and reviews and makes recommendations for revisions of plans, programs, or proposals.

 MINIMUM ENTRANCE REQUIREMENTS:
  1. Bachelor's Degree in Planning, Community Development, Urban Studies, Resource Development, Public Administration or a related field; Master's Degree is preferred; and; at minimum (1) Years' professional planning experience in a planning office, private sector, or non-profit organization that primarily provides services to the public sector.
  2. Knowledge of urban planning principles and practice.
  3. Extensive understanding of the Imagine Flint master plan and 5-year strategic plan.
  4. Knowledge of social, economic, and environmental issues facing Flint.
  5. Ability to communicate effectively both orally and in writing.
  6. Ability to interpret and follow complex oral and written directions.
  7. Ability to lead and convene meetings among multiple stakeholders.
  8. Ability to administer tasks and provide necessary follow-up.
  9. Ability to read maps and other graphic materials.
  10. Proficient in desktop computing, including Microsoft Office Suite.
  11. Familiarity with Geographical Information Systems (GIS) mapping software is highly desirable.
  12. Familiarity with graphic design software is highly desirable.

NECESSARY SPECIAL REQUIREMENT:

1.  Ability to travel to community meetings.
2.  Ability to attend evening and weekend meetings and conferences outside of normal
     working hours.
3.  Have a valid driver’s license and ready access to a motor vehicle


PHYSICAL DEMANDS

While performing the duties of this job, the employee is frequently required to sit, talk and hear.  The employee is occasionally required to walk, use hands to finger, handle, or feel objects, tools, or controls, and reach with hands and arms.  The employee must occasionally lift and/or move up to 10 pounds.  Specific vision abilities required by this job include close vision and the ability to adjust focus.
