Position Description
As the Rail Delivery Partner (RDP) Parsons Brinckerhoff provides a variety of planning, environmental, engineering, and program management services in support of the California High-Speed Rail Authority in its efforts to build and operate a statewide high-speed rail system. We currently have an immediate need for Regional Environmental Managers of Quality to provide leadership and process management for preparing environmental clearance documents for portions of the future system to extend from San Francisco/Sacramento to Los Angeles/San Diego.
The candidate must have experience in developing and guiding teams in achieving environmental clearances with the USDOT, other federal and state agencies as the environmental program manager or environmental project level manager. Working knowledge of Federal Railroad Administration’s (FRA) environmental and transportation planning processes and experience in preparing environmental documents for FRA are pluses. Experience in permitting and mitigation monitoring during the construction phase of a transportation project is also desirable. The candidate must have the ability to lead a group of project managers/consultants in overseeing and guiding the production of high quality, well-written environmental clearance documents and in establishing and promoting partnerships with other project management team staff, technical disciplines, client representatives, government agencies, and the Authority’s consultants.
The Regional Environmental Managers of Quality will work closely with the Authority and be part of the RDP environmental leadership team to provide assistance with environmental compliance and documentation expertise for a fast-paced high-speed rail project. This person will need to have the ability to oversee teams in the environmental clearance document production process throughout environmental phases. This requires insight and experience in the numerous technical environmental resource areas included in environmental documents including technical resources methodologies, peer review management and document production.
The person in this position will guide the workload of project managers, consultants and technical peer reviewers in preparing environmental clearance documents for transportation projects; perform complex analyses and studies; oversee and review work, including technical veracity, that is being conducted by other consultants; and Interact with executive leadership and government agencies. This individual will coordinate technical review activities and report directly to the environmental deputy director of the RDP team.
Job Requirements
The Regional Environmental Manager should have a strong expertise in NEPA and state environmental law, and be able to serve as both program and technical leadership for the analysis of environmental impact processes and documents in compliance with applicable governing statutes and regulations. This position requires:
- Minimum 17 years in progressively-responsible relevant experience.
- Master’s Degree in Environmental Planning, Environmental Sciences, Urban and Regional Planning, Geography or a closely related field.
- Proven leadership and program/project management skills.
- Strong analytical, verbal and written communication skills.
- Track record in securing environmental clearances for transportation or other infrastructure projects.
- Expertise in NEPA, as well as other relevant state and federal environmental laws.
- Expertise in public outreach and stake-holder engagement related to environmental laws.
- The ability to work effectively in a fast-paced work environment and work well under pressure.
- The ability to work well independently and in a team environment.
- Must be legally entitled to work in the U.S.A.
