The Government Finance Officers Association (GFOA), based in Chicago, Illinois seeks visionary, progressive and collaborative leaders for its next Executive Director. GFOA is a major non-profit professional association of nearly 19,000 government finance officials from the United States and Canada. GFOA’s mission is to enhance and promote the professional management of governmental financial resources by identifying, developing and advancing fiscal strategies, policies and best practices for the public benefit.

GFOA was founded more than 100 years ago and is currently governed by an 18 member Executive Board elected from the association’s members. The Executive Director leads a talented and respected staff of 50 employees who provide research, training, consulting and best practice guidance to the membership. GFOA’s annual conference is a much anticipated event that attracts thousands of attendees and delivers essential training for government officials. GFOA is fiscally sound with a $15 million annual budget. The current Executive Director will retire in 2017 after serving as Executive Director for 35 years.

This position requires demonstrated success in organizational leadership and management in a business, government or professional association environment. Candidates must possess broad business skills and well-grounded knowledge of the public sector, particularly state and local government policies and processes. Candidates should have experience as a full time executive director or assistant at the national, state or regional level of a professional non-profit organization or municipal organization of significant size. Candidates must demonstrate an immediate capability of assuming executive leadership of an established, progressive association of state and local government finance officials with the ability to promote and grow the association, to work collaboratively with other related organizations and to guide GFOA’s legislative, publications and education programs. Candidates will be expected to demonstrate management success while developing and guiding the long range direction for the association. Experience in or solid evidence of the ability to direct an international association devoted to the development of best practices in public sector finance is essential.

Candidates must have a bachelor’s degree in public policy, finance, business or related degree. A master’s degree or other advanced certification is highly valued. Excellent written and verbal communication skills, effective public speaking and knowledge of local, state and federal government processes are essential. Salary is commensurate with the position. ILEPI seeks one (1) qualified candidate to employ as a full-time Policy Analyst, Budget Analyst, or Transportation Analyst. The duties and responsibilities of the position will approximately be divided as follows: 75% to research and analysis, 15% to relationship-building and policy influence, and 10% to organizational growth tasks.

The ideal candidate must hold a master’s degree with coursework in economics, public policy, urban planning, political science, public administration, labor relations, sociology, business administration, statistics, or a related field by June 2016. An appropriate combination of education and experience may substitute for the master’s degree requirement. Effective communication skills, excellent quantitative skills (e.g., advanced use of Stata or GIS mapping programs), and teamwork skills are desired. Experience in economic research, transportation policy, government finance, labor unions, and/or the construction industry is also a plus.

Consultant - GFOA - Chicago, IL

Consultant/Analyst - Research and Consulting Center

The Government Finance Officers Association (GFOA) is seeking a Consultant/Analyst for its Research and Consulting Center (RCC). Consultants/Analysts within GFOA work as part of small project teams (including in leadership roles) to support many of the GFOA’s programs and services. Example assignments include coordinating training seminars, leading research activities, writing research reports or articles, facilitating networking events for finance officers, or other activities to support the organization. All consultants/analysts will also contribute heavily to GFOA’s consulting projects. GFOA is a national leader in providing services for local governments on business process improvement, best practice adoption, and selection, procurement, and implementation oversight of financial systems and other administrative systems (ERP systems).

The ideal candidate is able to effectively work in a team environment, prioritize multiple projects and deadlines, have excellent communication and writing skills as well as have a strong interest in public-sector financial management. Travel is required for approximately 8-12 days per month. All consultant/analysts work out of GFOA’s Chicago office.

  • Experience with MS Visio, MS Excel, and MS Project
  • General understanding of the public sector/governments, prior experience in state or local government is highly desirable
  • Advanced degree in public administration, public policy, or a related field or relevant experience
  • Past public sector experience is preferred.
