The City of Freeport is seeking a hands-on, high energy Community Development Director.  The Director acts as a liaison to developers, realtors and other planners on proposed development, administers and enforces the planning and zoning rules and regulations, and prepares and administers all economic and community development grants. Also responsible for code enforcement.
Key responsibilities of the Director will be to help develop strategies for business retention and expansion, as well as to assist in responding to requests for information from prospective businesses.  He or she will manage activities in the City Tax Increment Financing (TIF) districts and administer the enterprise zone.  Providing technical support for plans and projects will also be required.
Candidates must have an extensive working knowledge of zoning, annexation, and site development rules, regulations and ordinances; ICC codes; and knowledge of financial instruments for encouraging private development.  The ability to conduct public hearings on a variety of planning and development issues and determine the City's capacity for community development is required.  Qualified candidates will excel at customer service, interpersonal, communication and presentation skills, have unquestionable integrity and ethics, be a team player and be comfortable working in a small city environment.  He or she will have to be “hands on,” capable of functioning with a small staff and be highly collaborative. 
Minimum qualifications include a Bachelor's degree from an accredited college, with concentration in planning, public administration, business administration or other related field, Master’s degree preferred.  Five years increasingly responsible experience in a planning, zoning or community/economic development related field; or an equivalent combination of education and experience is required.  Current AICP accreditation or the ability to become accredited within one year of hire is desirable.  Salary commensurate with experience.
