Job Description
Chesterfield County, Virginia (Richmond-Metro Area), a recognized leader and award winning local government, is seeking an individual with strong leadership qualities and management experience to provide strategic direction, oversee operations and policy implementation and ensure desired outcomes are achieved for the county's division of Community Development. The Community Development division includes the operations of Building Inspection, Economic Development/Revitalization, Environmental Engineering, Planning, Transportation and Utilities.
Chesterfield, a suburban county of 446 square miles, is centrally located in the Commonwealth with a population of approximately 316,000 residents. Chesterfield is the corporate location for many small businesses as well as large international companies and has a national reputation as one of the most affluent and most educated localities in the country. Chesterfield is proud to be the recipient of the prestigious U.S. Senate Productivity and Quality Award gold medallion, the Award for Continuing Excellence (ACE) and holds AAA bond ratings from all three rating agencies, one of only 25 counties nationwide.
The county is searching for a leader who is dynamic, innovative and experienced in delivering a variety of complex services and programs at the senior management level and has a proven record of success in quality and efficiency.
The Deputy County Administrator for Community Development must address the following major challenges:
* Lead the county's effort toward completion of the comprehensive plan
* Update the county's long term plan for water supply
* Develop strategies for revitalizing aging communities and commercial corridors in the county
* Enhance the county's economic development efforts and develop a marketing strategy that promotes the county's assets
* Improve processes to ensure activities that cross departmental lines stay coordinated and focused on customer needs
* Develop an environmentally effective and financially feasible plan for implementing new pending requirements for storm water runoff
* Further the community development division to ensure employees at all levels understand and appreciate their roles in meeting the division's goals
* Successfully meet all of the previously mentioned challenges in an environment of constrained resources

Candidates must possess a bachelor's degree in business administration, public administration, urban planning, or related field (Master's Degree preferred) and a minimum of ten (10) years of progressively responsible senior level managerial experience in an organization of comparable size and complexity, or an equivalent combination of training and experience.
