Director of the Fair Housing Program, Illinois Department of Human Rights

Who: Illinois Department of Human Rights

What:The Senior Public Service Administrator (Director of the Fair Housing Program) is a senior state management position in the Illinois Department of Human Rights (IDHR) with a level of responsibility equivalent to a major program manager and is subject to the provisions of the Civil Service Code. Incumbent serves as a policy-making official and has major administrative responsibilities for the IDHR Fair Housing Program. As a policy-making official, the incumbent reports directly to the IDHR assistant/deputy director and participates in determining policy which fixes objectives; states the principles to control action toward operating objectives and toward the conduct of one or more administrative units immediately subordinate to the director or assistant director; and participates in planning and programming agency activities mandated by legislation or the agency's director or assistant director.

Responsibilities:

  • Subject to management approval, the incumbent plans, develops, organizes and manages a comprehensive state-wide fair housing program that includes the intake of charges of discrimination in the area of housing; the investigation of charges (to determine agency jurisdiction, obtain evidence sufficient to ascertain whether a violation of the Illinois Human Rights Act (IHRA) has occurred, and where appropriate to seek a negotiated settlement between the parties); and the quality review of investigations and determinations, and dismissal and closure of cases. Incumbent plans, directs, evaluates and administers the intake, investigation and quality control of housing charges across agency offices/facilities to provide a state-wide system for the processing of charges; provides for ongoing staff development, evaluation and training; develops and maintains ongoing communications with local, state and federal agencies. Incumbent serves as a member of the Department’s Executive Committee.
  • Plans, directs, manages, evaluates and administers a comprehensive state-wide Fair Housing Program. Provides for the overall quality control of the Fair Housing Program services that include, but are not limited to Complainant intake interviews, docketing and service of written charges of discrimination, assignment of charges for investigation, settlement discussions, fact- finding activities, case determination reporting, and dismissal and closure of charges within statutory mandated time frames. Provides for the effective coordination of these services with the Department’s various executive/administrative and programmatic units to achieve effective, efficient, and quality assurance in the delivery of services. Serves as the primary contact (Liaison) to the United States Department of Housing and Urban Development (HUD), Office of Fair Housing and Equal Opportunity (FHEO) and oversees the Department’s participation in the Fair Housing Assistance Program (FHAP) and compliance with FHAP rules and regulations.
  • Develops long range plans, budget reports and recommendations, staff needs assessments, and various operating reports as required by the Director and other government officials; reviews the Fair Housing Program to identify areas that require program modification to promote program efficiency and effectiveness and recommends any associated budget modifications; reviews new legislation and establishes policies to implement and maintain programs; develops, reviews and revises policies, procedures and legislation and drafts; and confers with the Department’s Executive Committee on feasibility of recommended policies.
  • Through computerized case monitoring and administrative reports, is responsible for identifying case processing delays, procedural and operational problems in the case processing system and takes steps to correct identified difficulties; coordinates management studies and periodic evaluative programs to ascertain the degree to which program goals are being met; oversees the preparation of monthly program reports, statistics and other data from executive/administrative personnel; and prepares periodic operational and evaluative reports as required.
  • Supervises Fair Housing Program staff; assigns work; approves time off; provides guidance and training; effectively recommends grievance resolution; complete and signs performance evaluations; establishes annual goals and objectives; counsels staff on problems with productivity, quality of work and conduct; assess staffing resources needed to achieve program objectives; reviews activity reports; monitors provisions of contractual agreements; ensures all procedures are adhered to; and effectively recommends termination or renewal of contracts.
  • Performs program managerial duties such as participation in the hiring of staff (e.g., development of applicant screening tools, participation on interview panels and selection of candidates); oversees the training and development of program supervisors, investigators and office support staff; provides for the resolution of employee and personnel problems which impact the work setting; hears second level grievances and participates in grievance hearings at subsequent levels; serves as a member of the bargaining/labor management team.
  • Plans, organizes, evaluates and relays information to Department administrators regarding case production, investigative procedures, caseload management, personnel matters, budget, and other program administrative concerns; meets with Department administrators to discuss and correct problems and indicate program directions; monitors travel and program expenses; and coordinates program activities with the Department’s Legal Division, Management Operations and Technology Division, and the Human Resources and Labor Relations Unit.
  • Performs other duties as required or assigned that are reasonably within the scope of the duties enumerated above.

Policy Research, Fair Testing Housing Coordinator - Roosevelt U. (Chicago)

Who: Roosevelt University - Office of Student Research - Policy Research Collaborative

What: the Fair Testing Housing Coordinator supports project management, research activities and administrative activities related to the “Fair Housing Compliance Testing” project.

Project management duties include assigning and tracking tester activities, and coordinating with project collaborators. Research activities include training and collecting data from Fair Housing Testers and supervising student research fellows in analytical tasks. Administrative duties include documenting tester hours, approving payments, supervising student research hours and developing and coordinating workshops and public presentations.

This is a one-year, full-time position, with the option for a second year. The position is contingent on contract funding. This project will also be carried out with staff at the John Marshall Law School Fair Housing Clinic.

Access Living of Metropolitan Chicago, a change agent committed to fostering an inclusive society that enables Chicagoans with disabilities to live fully-engaged and self-directed lives, is looking for a Fair Housing Testing Coordinator. The position presents an opportunity to support cutting-edge legal
advocacy and litigation for the Civil Rights Team at Access Living, which enforces fair housing requirements, the Americans with Disabilities Act, and related laws to ensure persons with disabilities have access to affordable housing, government services, and public accommodations.

The Fair Housing Testing Coordinator conducts Access Living’s fair housing testing program, which includes recruiting and training testers, assigning and coordinating tests, de-briefing testers, and analyzing test reports. S/he also plans strategic testing campaigns that focus on systemic discrimination issues. In addition, the Testing Coordinator screens intake calls, provides information to consumers about fair housing laws, investigates potential cases, assists consumers with pro se complaints, prepares programmatic reports, and conducts presentations 

Interested candidates should have: (a) a commitment to the fair housing rights of people with disabilities; (b) the aptitude to analyze testing reports and related testing information; (c) the ability to screen calls from consumers,  interview clients, and investigate cases; (d) excellent verbal and written
communications skills; (e) superb organization skills; and (f) polished people skills. A Bachelor’s degree or significant testing experience is required. Knowledge of fair housing laws and/or testing procedures is a plus, as is the ability to speak Spanish.

Program Data Specialist, Texas Department of Housing & Community Affairs - Austin, TX

Performs complex quantitative data analysis and database administration to aid in the planning, development and implementation of Department programs and functions. Work involves quantitative analysis and research on major segments or phases of Department reports and products; and data mining efforts to improve business processes and inform policy. Work will include assisting with the planning, developing, and implementing of the Department's Fair Housing activities and obligations. May train others and/or supervise the work of others within cross-divisional teams. Works for the Deputy Executive Director responsible for Fair Housing, Data Management and Reporting, with latitude for the use of initiative and independent judgment.

Specific Job Functions:
Provides agency data support. Reviews and organizes data collection and applies quantitative and qualitative analysis methods to research data collected. Performs data mining services from enterprise systems and applications for information that can enhance processes and operations, and inform policy.

Works as a core member of the Department's Fair Housing Team in the development and management of protocols and data management systems to affirmatively further fair housing in the administration of the Department's programs.

Evaluates Division data requirements and designs new databases and enhances existing databases and database management systems.

Annual projects may include but are not limited to the following:
  • State Low Income Housing Plan (SLIHP): compile agency wide data on all programs, persons served
  • High Level Report: report on agency wide programs, fund balances, and data trends to executive staff
  • Housing Sponsor Report (HSR): works with Compliance Division to compile report on all apartment complexes which TDHCA monitors.
  • Housing Finance Corporation Report (HFC): gathers and compiles demographic information for persons residing in HFC-financed multifamily units.
  • Rider 5: gathers and compiles HOME, HTF, HTC and Section 8 data and correlates to AMFI.
  • Regional Allocation Formula (RAF): gathers data and runs advanced queries to produce formula to regionally allocate HOME, Housing Trust Fund and Housing Tax Credit program funding.

Other Monthly and ongoing projects may include but are not limited to the following: Federal Funding Accountability and Transparency Act (FFATA), RESEARCH Database, Help for Texans, Legislative Funding Database.
 
  • Generation and responsibility for all aspects of performance measures for the Legislative Budget Board including quarterly and annual reports, suggested measure changes and interface in ABEST.
  • Designs, evaluates, recommends, and approves changes to forms and reports.
  • Develops, where needed, and uses Department data and databases for forecasting models to predict subrecipient or department contract expenditures and anomalies and inform subsequent policy decisions
  • Utilize ArcGIS software to analyze demographic data and spatial information
  • May generate and interpret historical, current, and projected data to identify problems, causes, and areas for which procedural, system or reporting changes are indicated. 
  • Serves as the repository and owner of specific existing databases previously operated by the Housing Resource Center and DPPA. May generate reports intersecting historical data for reporting purposes and current real-time data.
  • Provides training and/or technical assistance to program area staff on data retrieval and reporting, with an emphasis on promoting program area independence in extracting and reporting from data systems.
  • Responsible for becoming fully knowledgeable of the Department's Enterprise Risk Management Program and its effect in the Fair Housing, Data Management and Reporting, including performing risk assessments of the division's high impact processes and identifying and communicating controls to mitigate unacceptable risks.
  • Performs related work as assigned.
  • May assign and/or supervise the work of others.
 Minimum Education and Experience Requirements:
  • Experience in quantitative data analysis work. 
  • Graduation from an accredited four-year college or university with major course work in computer science, management information systems, urban planning, business or public administration or a related field is generally preferred.  Three years of related working experience is required.  Education and experience may be substituted for one another. 

Fair Housing Research Associate, Housing Research & Advocacy Center - Cleveland, OH

Fair Housing Research Associate


The Housing Research & Advocacy Center (the "Housing Center") is currently accepting applications for a full-time Fair Housing Research Associate. The Housing Center is a not-for-profit fair housing organization whose mission is to promote fair housing and diverse communities, and work to eliminate housing discrimination in Northeast Ohio, by providing effective research, education, and advocacy.

General Responsibilities:

The Research Associate is responsible for working with the Senior Research Associate to conduct fair housing and fair lending research and working with the Enforcement Team to conduct fair housing testing. The Research Associate reports directly to the Senior Research Associate.

Duties:

  • Designing and conducting research projects related to fair housing and fair lending, including reports detailing trends in housing, population, mortgage lending, foreclosure, and related matters.
  • Coordinating fair housing testing, including assigning and analyzing tests.
  • Assisting in writing press releases and answering press calls regarding research.
  • Assisting with recruiting and training of fair housing testers.

Qualifications:

  • Excellent research and communication skills.
  • Commitment to civil rights and fair housing.
  • Well-organized, detail oriented, and able to work on a number of projects at one time.
  • Ability to work independently and as part of a team.
  • Proficiency in using Microsoft Excel and Word.
    • Experience with Census, HMDA, and CRA research, as well as SPSS, ArcGIS and Word Press preferred.
    • Bilingual Spanish speaking preferred.

Education:

  • Bachelor's Degree in urban planning, public policy, geography or related field required. Master's Degree preferred.
