This position is located in the Department of Labor (DOL), Mine Safety and Health Administration (MSHA), Directorate of Educational Policy and Development (EPD) Management Office.  The incumbent of this position manages the Management Office and directs all administrative and management functions for the Educational Policy and Development Directorate.  This includes the National Mine Health and Safety Academy, Educational Field Service, Small Mine Office, Holmes Safety Association, State Grant Program and Brookwood Sago Grant Program.  This position reports to the Director of EPD (a Senior Executive Service position).

Serves as advisor to the Director on substantive administrative, technical and program management matters, to include:  budget, finance, procurement, information technology, management services, property management, personnel, labor-management relations, equal opportunity programs, employee training and development, records management, employee safety and health and accountability audits of these functions.  Advises on matters related to the effective communication of EPD's educational programs and policy matters.  Recommends and develops appropriate programs and platforms for communications to permit more efficient use of technical staff and resources.  Performs program analysis of the educational function for a wide variety of information used in determining future trends in the mining industry, evaluation of mine data for identification of problem mines, projecting resource needs and proper utilization of those resources.  Directs and conducts program improvement studies in EPD and represents at agency-wide studies.  Develops EPD budget submission, makes funding allocation decisions and establishes ceilings and controls funding.  Directs, coordinates and oversees the development of major health and safety conferences for industry, government and public outreach services.  Advises senior managers on labor-management relations, training and development, performance standards and appraisals, awards, disciplinary actions and other personnel management issues.  Serves as a certified contracting officer representative, providing technical guidance to assure that scope and terms of contracts are met.  Performs supervisory duties to include assigning and evaluating work, giving advice and instruction on both work and administrative matters, interviewing and recommending hiring selections, hearing and resolving employee complaints, etc.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled and cannot be taught within 90 days, to include recommending, implementing, and monitoring management systems including work measurement or accountability reviews; recommending organizational budget, making recommendations on funding allocations and established ceilings, and controlling funds to ensure the most effective utilization of resources; recommending and evaluating administrative functions including:  budget, personnel, property management, and procurement; and/or, similar program analysis experience which required utilizing qualitative and quantitative techniques for measuring effectiveness, efficiency and productivity within administrative or technical programs.
