POSITION ANNOUNCEMENT
Managing Deputy Commissioner – Programs
OVERVIEW:
The Department of Family and Support Services, the City of Chicago’s primary human services
department ($300 million budget, 500+ employees, 7 program divisions, 300+ contracted
service providers), seeks an experienced human services professional to join its executive team
and guide service delivery and related functions. The Managing Deputy Commissioner –
Programs will report directly to the Commissioner.
KEY RESPONSIBILITIES:
Leads program development and management efforts.
Plans and directs major department-wide projects and administrative initiatives, including
annual and strategic planning, budgeting and performance management.
Approves Requests for Proposals, contract specifications and processes to select
contracted service providers.
Directly oversees 2-3 program divisions, including the establishment of annual goals and
objectives and the supervision of deputy commissioners and managers.
Develops and oversees special initiatives in collaboration with other City departments,
sister agencies, delegate agencies and philanthropic partners.
Evaluates departmental operations and oversees the development and modification of
work standards, policies and procedures.
Oversees the conduct of research to gather information on proposed initiatives and
special projects; analyzes research findings, and directs the preparation of reports and
the presentation of recommendations.
Directs the compilation of comprehensive operations reports for the department.
Guides efforts to build the capacity of the department’s contracted service providers
through monitoring, training, technical assistance and resource development.
Assists with grant research opportunities and the development of proposals.
Communicates project goals to managers, the general public and outside agencies.
Develops and interprets department policies and procedures to staff, and coordinates
and directs staff training and development activities. Represents the department with the media and at meetings with City officials,
governmental agencies, policy and advocacy organizations, service providers,
community organizations and philanthropic partners.
MINIMUM QUALIFICATIONS:
Graduation from an accredited college or university with a master's degree in Business,
Public Administration or Social Work, or a directly related field, supplemented by 7-10
years of progressively responsible managerial or project management experience, or an
equivalent combination of training and experience.
In-depth knowledge of human service delivery and Chicago’s network of human service
organizations; subject matter expertise in one or more areas of human services delivery.
Demonstrated leadership ability and supervisory experience.
Strong analytical, planning and problem-solving skills.
Excellent oral and written communications skills.
Advanced proficiency with commonly used office software applications including
Microsoft Word, Excel, PowerPoint, Project and Access.

RESIDENCY REQUIREMENT:
An employee must be an actual resident of the City of Chicago. Proof of residency will be
