Please Note: This is an Interdisciplinary position, which means the position requires experience and knowledge that could come from either the Economist (GS-0110) or the Community Planner (GS-0020) series and the Operation Research (GS-1515) series. As such the position can be filled in any series listed, but all applicants must meet the education and experience requirement of at least one of these series.
The vacancy may be filled in any of the 4 locations. Salary is as follows for a GS-14: Atlanta, GA: $101,035-$131,343; Baltimore, MD: $105,211-$136,771; Matteson, IL: $105,956-$137,740; Lakewood, CO: $103,771-$134,899
This position is located in the Federal Highway Administration (FHWA) Resource Center, with the Planning Technical Service Team. The freight specialist serves as the lead Resource Center freight analyst and operates as a member of a national, virtual team.
This position provides leadership, subject matter expertise, and technical coordination and support on a wide range of freight data and analysis issues along the planning and program development continuum. Under the direction of the Resource Center's Planning Team Leader, this position is responsible for:
- Developing and deploying method, procedures, processes, and products to improve practical transportation planning, freight operations and analyses;
- Providing advice and assistance to FHWA, State, and local agencies regarding freight and freight data and analysis issues;
- Developing and delivering training and technical assistance that advances the state-of the-art in freight data and analysis.
The ideal candidate for this position is a mid-career professional in transportation-related modeling, freight forecasting, and analysis. The candidate possesses excellent communication skills, is comfortable representing the agency, and desires to be challenged.

As a Community Planner/Economist/Operation Research Analyst ,you will:
- Help structure and guide research programs and projects to build understanding and advance practical forecasting and analysis capabilities, specifically for freight.
- Provide authoritative guidance and technical assistance to Federal, State, and local governments on data and analytical methods, specific to freight.
- Work to support the FHWA Freight Model Improvement, Freight Performance Measures and Freight Analysis Programs, and at direction of the HQ Office of Freight Management and Operations, coordinate work efforts within FHWA, USDOT, other Federal agencies, national cooperative programs, universities, State DOTs, and local government agencies.
- Provide technical leadership on all aspects of the Freight Model Improvement Program (FMIP), provide technical guidance on the development of analytical methods used in the Freight Analysis Framework (FAF).
- Provide presentation and technical assistance, both oral and written, on broad planning, data, forecasting and freight analysis issues.

MANDATORY EDUCATION REQUIREMENT
Basic Requirements: Community Planning Series, 0020
- Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
OR
- Combination of education and experience -- courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
Basic Requirements: Economist Series, 0110
- Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR;
- Combination of education and experience -- courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
Basic Requirements: Operations Research Series, 1515
- Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
CONDITIONS OF EMPLOYMENT:

HOW YOU WILL BE EVALUATED:
