The City of Pittsburg is looking for an individual who will be able to help lead the Planning Division in delivering excellent customer service and assist the City with a variety of development projects.  The individual will lead the planning team (staff of 4) and function as either the Planning Manager or Senior Planner.
The Planning Manager is a division head within the Development Services Department, and exercises full responsibility for planning, organizing and directing the work activities of Planning Division staff.

The Principal Planner is a management level professional who provides leadership to several sections within the Planning Division of the Community Development Department. This position requires a thorough knowledge of physical, social, and economic principles of urban planning and the ability to integrate diverse planning activities with the overall objectives of the community. Qualifications:  A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with a Bachelor’s degree in Urban Planning or a closely related field; and five years of increasingly responsible professional planning experience, two of which included lead or supervisory responsibilites; or an equivalent combination of training and experience. A Master’s degree in Planning, Public Administration or a related field; professional certification through the American Institute of Certified Planners or a similar organization; or additional coursework in Planning or a related field (i.e. architecture, economics, environmental, historic preservation, urban design, etc.) are highly desirable.
COMPENSATION                                                                                                                                     
Salary:  Annual salary in a range from $99,514 – $120,961.  Appointment will be made at a salary commensurate with the applicant's qualifications.
Benefits:  A complete management fringe benefit package is available including fifteen (15) vacation days, up to four (4) personal leave days, ten (10) holidays, and sick leave.  Employees have the option to choose other City paid benefits, including medical, dental, vision, life, deferred compensation, and medical exam reimbursement up to a total cafeteria plan amount of $20,112 a year.  A contribution of 1.45% must be made to Medicare.  Public Employees Retirement System (PERS) Miscellaneous formula: "Classic" members: 2.7% @ 55; employee contributes 8.556% of salary. "New" members: 2% @ 62; employee contributes 6.75% of salary.  The City does not participate in Social Security.  A tax deferred savings plan is also available.

  • Organizes, tracks, and reports upon the status of projects; assigns tasks involving members of professional and technical staff, and monitors progress while providing recommendations related to  report content and recommendations; provides guidance in the research of codes, ordinances, development standards, and planning surveys.
  • Negotiates and administers consultant contracts for planning studies and monitors project scope, task completion, and budget.
  • Performs plan check functions for major development projects and permits for completeness, accuracy, and conformance with code requirements; conducts site inspections as needed to verify conformance with conditions for plan approval.
  • Prepares and reviews staff reports and agenda items, including supporting exhibits and makes presentations to the Planning Commission and the City Council; compiles and reviews information related to plan check reports, resolutions, and permits.
  • Confers with and advises architects, builders, contractors, engineers, and the general public regarding City development policies and standards for larger scale, historical, and ecologically sensitive projects.
  • Reviews development proposals and works with developers to negotiate agreement on acceptable site and elevation plans; reviews building plans, parcel maps, and subdivision proposals for conformance with State and local regulations, and compiles reports containing recommendations.
  • Coordinates regional planning activities with other City departments and with outside agencies as assigned; attends inter-agency planning meetings as the City’s representative.
  • Researches issues and disputes involving the interpretation and applicability of zoning ordinances and other policies and presents recommendations to management representatives.
  • Reviews miscellaneous applications such as Special Event Permits, Occupancy Permits, Business License Applications, and zoning letters to determine whether proposals can be approved.
  • May assist with the supervision of staff in the absence of the Community Development Director or as needed.
  • May attend Executive Staff meetings in the absence of the Community Development Director.

Education/Training/Experience:  A Bachelor’s degree in Planning, Architecture, Environmental Studies, or a closely related field, and five (5) years of professional planning experience, three (3) of which have been served in a journey-level position, are required. Experience should reflect the management of complex current and advanced planning projects and ability to interpret and apply federal, state, and local codes and statutes; AICP certification is desirable.
Licenses:  Must possess and maintain a valid Class C California driver’s license and have an acceptable driving record and proof of insurance.
