What: ORGANIZATIONAL SUMMARY: Grassroots Collaborative (501c3) builds power with working families through strategic community-labor organizing, grassroots leadership development, civic engagement, and research. We organize to win progressive policies and systems change that improve the lives of low-to-moderate income people and communities of color. We utilize popular education to build consciousness, and build organization that unites residents, community and labor organizations to create transformative change for a more just society. Our affiliated 501c4, Grassroots Illinois Action, works to build community political power through issue advocacy and electoral strategies. We are based in 2 locations, Chicago and Peoria.

PROJECT DESCRIPTION: Grassroots Collaborative engages in campaigns to make corporations, big banks, and the rich pay their fair share. Our member organizations are facing the combined impact of public financial crises (state and city budgets) and decades of disinvestment from communities of color. In the summer of 2017 we launched an initiative to begin building labor-community alliances in additional Illinois cities, beyond Chicago, to grow the power of working families and communities of color beyond Chicago and across the state. This was the origin of the Peoria People’s Project (P3), which was launched with founding members Peoria Federation of Teachers, Change Peoria and SEIU Healthcare IL&IN. The Peoria People’s Project seeks to win economic and racial justice for working families in the Peoria area, through issue organizing, voter engagement and effective labor-community coalition building.

CHANGE Illinois (Coalition for Honest and New Government Ethics) is a reform organization committed to promoting honest, uncompromised governmental leadership, open elections, a high degree of voter participation, and an effective policy making system with potent checks and balances in Illinois state and local government. These outcomes are achieved through research, public education, coalition building, strategic communications and policy development. CHANGE engages Illinois residents in creating a government that is more transparent, accountable, and responsive to their needs. The Executive Director of CHANGE Illinois is charged with carrying out its mission under the direction of its Board of Directors. Manager of Policy Outreach, Rails-to-Trails Conservancy - Washington, D.C.

Rails-to-Trails Conservancy (RTC), a nonprofit organization with more than 160,000 members and supporters, is the nation's largest trails organization dedicated to connecting people and communities by creating a nationwide network of public trails, many from former rail lines and connecting corridors. Founded in 1986, RTC’s national office is located in Washington, D.C., with regional offices in California, Florida, Ohio and Pennsylvania.
This position is located in our national office in downtown Washington, D.C., and is easily accessible from Metro’s red, orange, silver and blue lines.
The Manager of Policy Outreach will serve as a hub for coalition building and active-transportation advocacy at the state and local levels, and for communications with partner organizations at all levels.

Duties

  • Work with RTC’s field and policy teams, and the Partnership for Active Transportation, to build and support advocacy coalitions with a variety of strategic partners at the state and local levels. Key constituencies include advocates for trails, walking, biking, public health and economic development, as well as local business leaders and elected officials.  Travel to strategically important states and cities to build organizational relationships.
  • Contribute to the establishment of state and local policies funding trail and active-transportation networks by disseminating tools and strategies, problem-solving for policy campaigns, and connecting allies with each other and RTC advocacy resources.   
  • Track important policy developments at the local and state level around the country and identify opportunities to create visibility for RTC initiatives and on-the-ground success stories, such as those in RTC’s Story Bank.
  • Develop an inventory of organizational allies at the state and local levels with an assessment of their scope of influence. Contribute to a nationwide strategy for power-mapping and influencing key decision-makers on the federal, state and local level.
  • Write advocacy-focused e-newsletters and targeted messages aimed at engaging advocates and coalition partners around the country.
  • Assemble lists of professionals working in related fields—such as trails, walking and bicycling—and help to cultivate by establishing opportunities for them to engage with RTC.
  • Work with the Advocacy Coordinator to develop a Web-based support center for RTC staff and partners to enable successful state and local advocacy campaigns. The center will provide policy models and advocacy materials specific to local and state advocacy for trails, and bicycle and pedestrian infrastructure, and assist with campaigns and problem-solving.  (The role of the manager is to develop guidance on building effective coalitions and resources on issues that state and local advocates may confront.)
  • Represent RTC at events and conferences. 

Supervisory Responsibilities

None. This position will report to the Director of Government Relations.

Qualifications

The ideal candidate will have:
  • At least a bachelor’s degree in a relevant field, such as planning or political science. A graduate degree is preferred.
  • Three years or more of directly relevant work experience
  • Experience organizing coalitions and working collaboratively with advocacy organizations
  • Success in advancing legislative policy initiatives
  • A working understanding of federal transportation policies
  • Excellent written and oral communications skills
  • Passion for promoting trails, walking and bicycling

This position is located in Dayton, Ohio.
The Midwest Policy Manager will facilitate coalition building, communicate with partner organizations and advocate for funding for trails and active-transportation networks at the state and local levels. The manager will closely collaborate with both national policy staff and field staff to deliver on RTC’s policy and trail development goals in the Midwest. 
Duties include, but are not limited to, the following:
  • Work closely with RTC policy staff and the Midwest Director of Trail Development to retain and grow a broad-based network of Midwest community leaders and partner organizations that support the adoption of trail and active-transportation policies at federal, state and local levels, with a strategic eye on prioritizing critical unmet needs of the regional trails and active-transportation movement. Key partners may include advocates for trails, walking, biking, public health and economic development, as well as local business leaders and elected officials.
  • Work with partners to secure state and local policies that advance trail networks, with a focus on increasing public funding for trail connections.
  • Influence policy leaders in Midwest states where RTC has identified: 1) specific opportunities to secure dollars for trail networks and 2) local ties to nationally significant RTC-led trail-network projects. Coordinate with RTC’s national field team and partners to influence state and local policies.
  • Work with RTC’s policy team to develop and implement strategies to influence key Congressional representatives from the Midwest, as necessary, to impact critical federal policy decisions relating to trails and active transportation.
  • Work with RTC’s Advocacy Coordinator to inform and engage RTC’s partner organizations, members and supporters in the Midwest with locally relevant messages. Communication channels include RTC’s social media and email platforms, as well as online platforms managed by key partners.
  • Travel to strategically important states and cities to: 1) build organizational relationships, 2) assist partners in obtaining tools and developing strategies, 3) problem solve for policy campaigns and 4) represent RTC at events and conferences. This may include work outside the Midwest region when critical organizational needs arise.
