STARTING SALARY RANGE:  $86,718.00 - $106,244.00 annually dependent on qualifications. The salary range for this position is $86,718.00 - $125,769.00.

JOB SUMMARY:
This position is responsible for the planning, implementation, and management of the department’s programs and projects including overseeing the village’s transit and bikeways programs.  This position provides policy and technical advice to boards and commissions on transportation related items; works with counterparts in regional organizations related to transportation; and performs duties of considerable difficulty involving transportation related issues.  The position also provides assistance with the department’s traffic programs and capital improvement program projects.  Position is a senior position within the Department requiring strong supervisory skills, public contact, and the ability to exercise good judgment and work independently.

 

To succeed in this role, applicants will need to effectively and clearly communicate to a full range of people, be able to work cooperatively and effectively with others to achieve common goals, and develop and implement new process, service, or strategy with the aim of improving efficiency or effectiveness.  We are looking to add a team member capable of prioritizing multiple projects, organize time and resources effectively, and have the ability to shift gears comfortably.

 

JOB DUTIES:

1.    Under the general direction of the Director of Transportation, is responsible for assisting the Director in supervision of Transportation staff and is the Acting Director in the Director’s absence.
2.    Supervises the Transportation Engineer, the Transportation Planner including work assignments, coordination of projects and approval of sick, personal and vacation time. Oversees LCAP/Share Program and Adopt-a-Bike Path Program volunteers.  Indirect management of contract staff  related to Village of Schaumburg transit-related contract programs including the Dial-A-Ride Transportation (DART) program.  
3.    Operational management of Village of Schaumburg transit services including Dial-A-Ride Transportation (DART), Trolley, Septemberfest Shuttle service, occasional special event transit services, and the Senior and Disabled Taxi Program including contract and agreement management for contracted services.  Plan and assess long and short-term goals and objectives for revenue service, revenue service modifications, revenue rate structures, personnel and fleet requirements and attainment of goals and objectives.
4.    Provides customer service to the general public relating to the Village’s transportation programs handling complaints, comments, and public inquiries.
5.    Develops and implements policies regarding Village-supported transportation programs including transit, bicycling and traffic signals.
6.    Evaluates and recommends improvements to the multimodal transportation network in response to specific improvements and land use proposals.
7.    Administers Capital Improvement Plan projects as they relate to the Transportation Department, including project development, management, completion, and financial record-keeping.
8.    Serves as a staff representative to the Transportation Committee and other committees as appropriate. 
9.    Planning, development, and implementation of public outreach efforts to market and promote Transportation Department programs to the general public using internal and external resources.   
10.    Develops and maintains the transportation and multimodal planning element of the village’s Comprehensive Plan working in coordination with Engineering and Public Works and the Community Development Department.
11.    Conducts and supervises transportation related studies and research.  
12.    Performs other duties as assigned.

Provides feedback to the land use element of the Comprehensive Plan based on transportation network capacity.  Assists department with preparation of materials required for presentation to outside agencies and elected officials.  Represents the Village on regional transportation-related committees for various organizations including the Chicago Metropolitan Agency for Planning, Northwest Municipal Conference, Pace Suburban Bus, Active Transportation Alliance, Regional Transportation Authority, DuPage Mayors and Managers Conference, and IDOT and Tollway Advisory Committees.  Represent the department as an alternate to the Director in the Emergency Operations Center.  General knowledge of Schaumburg Regional Airport operations.
 

QUALIFICATIONS:
1.    Bachelor’s Degree in Urban or Regional Planning, Public Administration, Civil Engineering, or a related field.  
2.    A minimum of three years of experience in transportation planning, engineering, project, or program management. Experience with direct staff supervision a plus.  
3.    A minimum of two years of supervisory experience as it relates to handling a range of managerial tasks such as monthly/yearly plans and objectives, budgetary control, service enhancement, managing projects, etc.
4.    Professional certification is highly desired.
5.    Proficiency with current computer software systems, including email, calendar programs, job specific software, and customer service systems preferred or within the first six months of employment.
