The Delaware Valley Regional Planning Commission (DVRPC) seeks a planner/research analyst with interest and experience in the fields of energy, greenhouse gas reduction, and climate change adaptation. This is a planning and policy research position assisting and performing analytical work, conducting studies, and coordinating with member governments and planning partners. This position will provide support for projects undertaken by the Office of Energy and Climate Change Initiatives.
DVRPC's Office of Energy and Climate Change Initiatives leads, supports, and coordinates efforts to reduce energy consumption and greenhouse gas (GHG) emissions, and prepares for the impacts of climate change, in the nine-county Greater Philadelphia region. Because about 90 percent of the region’s GHG emissions are associated with energy use, the office’s GHG reduction work focuses on energy conservation, energy efficiency, and facilitating a shift to low-carbon energy. The office conducts planning activities and technical studies throughout the Philadelphia metropolitan region in partnership with public and private organizations. Specific assignments may include supporting analytical, educational, and policy efforts related to energy production and use, and climate change resiliency. Day-to-day tasks include collecting, analyzing and communicating the development of policy and plans, and managing relationships with diverse stakeholders.
The Research Analyst’s work will be carried out in accordance with well-defined objectives and professional standards under the close technical supervision of the Manager of the Office of Energy and Climate Change Initiatives, who in turn reports to the Director of the Planning Division.
Responsibilities
- Perform data collection, research and analyses; write reports, memoranda, and summaries of findings and recommendations; and create presentations; as directed by supervisor.
- Assist in providing staffing support for various programs and initiatives, including organizing and staffing meetings.
- Represent DVRPC in outside meetings as directed.
- Perform related work as required.
Qualifications
- Expertise with Microsoft Excel, Word, and PowerPoint.
- Knowledge of the principles, practices, and objectives of city and regional planning.
- Experience in at least two of the following areas: energy use, greenhouse gas reduction, and climate change adaptation.
- Strong interest in energy and climate change issues.
- Background or training in quantitative analysis.
- Strong quantitative skills, excellent writing skills, and initiative.
- Ability and willingness to take supervisory direction.
- Ability to present results of research effectively in oral, written, and graphic form.
- Ability to focus on details and organize time and work.
- Ability to establish and maintain effective working relationships with associates, planning officials and the general public.
Minimum Experience & Training
ONE to THREE YEARSof professional experience in urban or regional planning, and a Bachelor’s Degree with significant course work in public policy, urban/regional planning, quantitative analysis, energy, and/or climate change issues. An equivalent combination of education and professional experience in a discipline applicable to energy, climate change and planning will be considered. A Master’s degree may be substituted for one year of professional experience.
Salary:
Low to Mid $40,000s (position level & salary commensurate with education & experience)
