An experienced and innovative manager who is task-oriented and accomplishment driven will be valued. The selected candidate will have a broad working knowledge of California planning principles and practices along with CEQA knowledge and/or experience.  The ideal candidate will be well versed in both current and advanced planning and be capable of implementing a process that allows customers to obtain planning/zoning entitlements without impediment.  The City will be working on contracts, master plans, zoning codes, and the updating of the general plan.  An individual who can navigate through the governmental bureaucracy will excel in this position.  A motivated manager who emphasizes team building and is comfortable working in the public eye will be well suited to the position.  A Bachelor’s degree from an accredited college or university in urban planning, urban studies, urban design, environmental studies, architecture, landscape architecture, or closely related fields (an advanced degree in the above-mentioned fields and/or AICP certification would be highly desirable); and five years of professional managerial experience in the planning department of a federal, state, or municipal government, directing and managing through subordinate managers and supervisors, long-range and current planning projects, policy planning, and providing planning services to the public.  The salary range is $145,867 – $181,217 and is based on qualifications.  The City also offers an attractive benefits package. LSA’s Carlsbad office is seeking an Assistant Planner with environmental planning experience (1 to 2 years preferred) and a BS/BA in environmental studies, urban planning, or a related field.
The Assistant Planner will provide support for a variety of planning projects, primarily CEQA and NEPA analyses (e.g., Initial Studies, EAs, EIRs, and EISs). Under the direction of a Project Manager, the Assistant Planner will perform a variety of tasks, including: conducting research and site surveys; analyzing a project’s consistency with planning policies and regulations; compiling and analyzing data (e.g., demographic, public utilities, public services); and drafting technical memos, staff reports, and/or topical sections of documents.
Experience working on transportation projects subject to Caltrans requirements is a plus. Excellent writing and verbal communication skills, attention to detail, and ability to thrive as a member of a fast-paced team are essential. This is a project hire position; weekly workload may be variable.

This job is located in the Current Planning and Urban Design Division of the Planning Department with the City of Oklahoma City and is under the direction of an immediate supervisor. Senior Planner is a professional classification requiring well developed skills in research; verbal and written communication; project design; and knowledge of and skill in applying procedures, objectives, and variables related to city planning.    This Senior Planner will lead the development of changes to City codes and ordinances, subdivision regulations, and design guidelines to include amending existing or developing new codes, ordinances, regulations and guidelines.  Additionally, this position will consult on the review of development proposals to determine conformance with the comprehensive plan and will provide assistance on the review of projects in special design districts as needed.  Essential job functions include: supervising the comprehensive planning activities of assigned staff, including project design; data acquisition; data compilation, analysis, and summarization; and the presentation of facts in both verbal and written form. The Senior Planner may make policy recommendations based both on the analysis of current trends and hypotheses of future circumstances.  Senior Planners are responsible for writing or presenting formal and technical reports, working papers, project budgets, contracts, and other correspondence. Reports, conclusions, and recommendations may become or be used to establish official City policies or ordinances.

 DEPARTMENTAL PREFERENCES

    • Five or more years’ experience in current planning and/or urban design. 
    • Two or more years' experience supervising  a small staff of employees.

Under direct supervision (Assistant Planner) or general supervision (Associate Planner) performs a wide variety of professional planning assignments in the County Planning Division; works on current and long-range planning applications and environmental reviews; assists with planning policy formulation and implementation; provides front counter and applicant assistance; and manages other planning assignments, which may include work in zoning enforcement and grant programs.   
 Associate Planner - This is the journey-level working level in the professional Planner class series. Incumbents are expected to perform a broad range of complex current- and long-range planning and zoning enforcement assignments, and customer service delivery. Incumbents may be given responsibility for a specialized work area, as well as perform the full scope of regular planning work. This class is distinguished from the Assistant Planner in that Associate Planners are expected to have the qualifications that will allow them to perform more complex, specialized planning work and utilize project management skills in completing assignments with limited support and supervision from senior staff.
Education equivalent to graduation from an accredited four-year college or university with major coursework in rural, urban, environmental, or resource planning, political science, public administration or a related field (Assistant and Associate Planner). In addition, for the Associate Planner two years of work experience performing professional assignments equivalent to that of an Assistant Planner with Siskiyou County. A master’s degree in urban, regional or resource planning is desirable and may be substituted for one year of planning related experience.
