The duties of this position include, but are not limited to the following:
Informs, interprets for, and advises Housing and CPD program staff on all policy and procedural requirements to be followed in carrying out HUD's responsibilities under the National Environmental Policy Act of 1969, the National Historic Preservation Act of 1966, environmental sections of the responsibilities under the National Environmental Policy Act of 1969 the National Historic Preservation Act of 1966, environmental sections of the Housing and Community Development Act of 1974, regulations and guidelines of Council on Historic Preservation, Executive Orders, HUD regulations and issuances, and other HUD and Federal authorities related to the environment, including wetlands, noise, coastal zones, aquifers, air and water quality, floodplain management, endangered species, and historic archeological preservation.
Reviews and evaluates the quality of environmental assessments prepared in the Office for accuracy and completeness.
Manages, reviews and edits draft and final environmental impact statements prepared by the Office program staff or by private contractors to ensure timeliness and high quality.

The New York position will focus on general environmental protection issues while the Headquarters position will focus more narrowly on historic preservation issues.
GS-13: You qualify for this position if you possess one year of specialized experience equivalent to the GS-12 level in the Federal service or comparable pay band system which includes informing, interpreting for, and advising Housing and CPD program staff on all policy and procedural requirements to be followed in carrying out HUD responsibilities under the National Environmental Policy Act of 1969, the National Historic Preservation Act of 1966, environmental sections of the responsibilities under the National Environmental Policy Act of 1969, the National Historic Preservation Act of 1966 environmental sections of the Housing and Community Development Act of 1974, regulations and guidelines of Council on Historic Preservation, Executive Orders, HUD regulations and issuance, and other HUD and Federal authorities related to the environment, including wetlands, noise, coastal zones, acquifers, air and water quality, floodplain management, endangered species, and historic archeological preservation.
Selective Placement Factor: Demonstrated experience interpreting environmental laws, regulations, executive orders and other guidance. Examples of these include the National Environmental Policy Act: The National Historic Preservation Act; the Endangered Species Act; the Clean Air Act; executive orders on wetlands and floodplains; and other federal environmental laws and authorities; And Demonstrated Expertise in Resolving Historic Preservation Issues and the ability to interpret Section 106 of the National Historic Preservation Act.

HOW YOU WILL BE EVALUATED:
Human Resources will review your resume and supporting documentation to ensure you meet the minimum qualification requirements. If you meet the minimum qualifications, your knowledge, skills, and abilities (KSAs) will be rated between 70 and 100 based on your responses to the online assessment questionnaire. If you are eligible for placement under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) eligibility, you must earn a score that places you in the Best Qualified group to be considered qualified. The KSAs for this position are:
- Knowledge of federal environmental laws and experience in preparing and/or reviewing environmental documents.
- Experience with the National Historic Preservation Act Section 106 review of complex projects, including historic eligibility determinations and application of the Secretary of the Interior's Standards for Rehabilitation.
- Knowledge and experience with HUD's Community Planning and Development Programs (particularly the Community Development Block Grant Programs) with an emphasis on associated environmental laws and regulations.
- Ability to communicate orally.
- Ability to communicate in writing.
