Job Description



Position:   Community Organizer - Micro-Market Recovery Program (MMRP)



Report to: Program Director



FLSA: Exempt

Job Summary:



The person in this position will monitor and oversee the program participation with the MMRP



stabilization initiative of several small Chicago land geographical areas that are experiencing higherthan-normal problems with foreclosures.



Primary Responsibilities:



• Provide a written and oral summary of progress at monthly Working Group Meetings and



participating in other meetings as requested by the Steering Committee for the purpose of training,



development and communication



• Administer the grant and sub-grantee relationships by meeting all of the contractual reporting and



documentation requirements.



• Maintain up-to date records of all residential recovery activity in target area by address and PIN



number and submit it to the MMRP representative on a monthly basis



• Collect data on the existing condition for all parcels in the two MMRP target area based on a



template provided by the Steering Committee and by updating the data semi-annually



• Record survey results, including photos, in a format provided by the Steering Committee



compatible with the project’s electronic database.



• Prioritize the blocks to be addressed by the program select a series of target areas not to exceed



six square blocks for action within a one-year timeframe;



• Identify and document the strategy for addressing the actions necessary to keep people in their



homes,



• Engage homeowners vulnerable to foreclosure through early intervention actions coordinated



with lenders including contacting households receiving foreclosure notices within 30 days about



available assistance and providing financial counseling and mortgage modification services to



every willing impact mortgage holder



• Assist building owners in reducing costs by marketing, recruiting and processing their participation



in programs that reduce the cost of operations and maintenance including TIF-NIP, NHS Home



Improvement Loans, EHAP Grants, CEDA Weatherization Grants, Delta Weatherization Grants,



CNT Energy Savers and SARFS Grants.

• Create and maintain a definitive list of vacant land and building in MMRP



• Participate in quarterly strategic planning sessions leading to the acquisition holding and



remarketing the properties critical to the stability of the block by Mercy Portfolio Services through



preliminary assessment of troubled buildings and the surrounding conditions of each block.



• Identify and recommend to the Steering Committee necessary enforcement of all codes related to



the maintenance and use of building and land.



• Provide documentation to expedite the receivership process when building condition or operation



is threatened.



• Identify and train an “MMRP Ambassador” in every block club to facilitate neighborhood



networks, reinforce resident acceptance of City programs, and support activities which strengthen



community ownership.



• Create and MMRP Advisory Committee that strengthens the role of anchor institution in



community life, including churches, business organizations, and block clubs which meets at least



on a quarterly basis



• Update and monitor social media page



• Create flyers and brochures for MMRP and SCH for distribution



• Conduct MMRP workshop in target areas twice monthly



• Mandatory participation of Saturday events hosted by or employer and/or affiliates of sponsoring



agencies.



• Other duties as assigned.



Qualifications



• Bachelor's or any combination of training and/or relative working experience which demonstrates



the ability to perform the duties as described can substitute of education



• Mandatory participation of some Saturday events per year hosted by or employer and/or affiliates



of sponsoring agencies.



• Experience with diverse and low income clientele, a basic understanding of personal finance



issues, current marketplace for financial products and interest in economic community



development.



• Ability to work flexible hours including some evenings, an occasional Saturday, and to travel to



local community sites in the area.



• Database management, MS Word, Excel, PowerPoint, Internet and other social media search



engines.



• Complete knowledge of recovery program and government assistant programs



• Strong writing, editing and interpersonal skills are essential.



• Must be self-motivated, innovative, have good organizational and planning skills



• Work easily with diverse groups.



• Must be proficient with public speaking and networking.



• Bilingual



Compensation:



Compensation is $35K. Excellent compensation package; affordable health insurance, dental, and
