Children’s Home + Aid is a multi-service social service agency dedicated to saving children’s lives, moving families forward and going where the need is greatest.   Since 1883, Children’s Home + Aid have been providing help, hope and opportunity to children and families in need.  Each year Children’s Home + Aid serves nearly 40,000 children and families in Illinois by helping them overcome overwhelming obstacles such as poverty, abuse and neglect.  One of the largest social service organizations in Illinois, with a $60 million budget and nearly 1000 employees, Children’s Home + Aid’s programs include early childhood education, foster care, adoption, mental health services, community schools and youth programs across the Chicago Metropolitan Region and Rockford, Bloomington, and many counties across southern Illinois. 


Position Summary
Responsible for assisting in implementation of agency goals for data collection, data system implementation, and data-driven programming with an emphasis on program evaluation and performance management. Reports to the assigned Information Systems or Quality Improvement Director.

Core Responsibilities
  • Works with members of the Information Systems Department, Quality Improvement Department, and agency leadership to plan the agency’s data collection, impact measurement, and performance management strategies
  • Facilitates teams of program staff and agency leadership to craft each agency program’s data collection, impact strategy, and use of performance data 
  • Assists in development or modification of evaluation procedures and instruments
  • Designs and implements information systems used for data collection 
  • Prepares data reports that clearly summarize methodology, findings and recommendations. 
  • Interprets data for use in program evaluation and improvement. 
  • Promotes and contributes to the agency’s community, city, and state-wide data collaborations
  • Works to expand the agency’s strategic partnerships with research institutions, data collaboratives, benchmarking groups, etc.
  • Promotes agency learning and adoption of industry best-practices for data, program evaluation, and performance management
  • Participates in assigned special projects 
  • Attends required trainings. 
  • Participates in regular supervision and staff meetings as required by department. 
  • Performs other duties as assigned. 

Qualifications
  • Master’s degree in public policy, public administration, sociology, social work or related field or equivalent work experience (or Bachelor Degree with significant experience and relevant training).
  • Must have experience with project management, including proven ability to work well in a team and matrix-management environment.
  • Must have completed research and program evaluation coursework.
  • Strong computer skills with Microsoft Office, Microsoft Access, statistical software, ETO software developed by Social Solutions, and data reporting (preferably Business Objects Webi).
  • Experience using scholarly research and program evaluation to design program evaluation strategies
  • Ability to plan effective evaluation methodologies and modify procedures and instruments
  • Experience in assisting with the implementation of data systems for use in program evaluation. 
  • Experience designing, documenting and building data system reports.
  • Knowledge of statistics, econometrics, linear regression, and program evaluation
  • Strong oral, written and presentation communication skills. Significant level of comfort and experience in public speaking and leading meetings.
  • Must have valid driver’s license and auto insurance when the position requires an employee to operate a motor vehicle in connection with executing the positions responsibility, which include driving to and/or from any agency function.
