JOB SUMMARY:
BPA has been powering people and careers for 75 years. We provide clean, emissions-free electricity to the Pacific Northwest and maintain a high voltage transmission system to deliver that electricity. BPA is a not-for-profit federal electric utility. Our high-voltage transmission grid comprises more than 15,000 miles of lines and associated substations in Washington, Oregon, Idaho and Montana. BPA markets more than a third of the electricity consumed in the Pacific Northwest. The power is produced at 31 federal dams operated by the Army Corps of Engineers and Bureau of Reclamation and one nuclear plant in the Northwest and is sold to more than 140 Northwest utilities. BPA purchases power from seven wind projects and has more than 4,700 megawatts of wind interconnected to its transmission system.

Conducts business process analyses and studies. Incorporates findings affecting program operations, such as financial, administrative, and/or quality control processes, into reports, requirements documents, and project or program plans. Reviews technical analyses for completeness, feasibility, and applicability.
Provides advice and guidance, including interpretations, opinions, or decisions, regarding programs or policies. Consultations involve assessment of program or policy conditions, phenomena, or anomalies.
Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals, measures, and objectives. Designs and/or maintains methods, approaches, and processes to implement the Government Performance and Results Act (GPRA), and provides a means for the agency to analyze its resources in relation to its performance results.

QUALIFICATIONS REQUIRED:

Knowledge of the business practices, economics, and operating characteristics of public utilities or independent power providers.
Ability to use computer systems and software applications.
Ability to develop quality performance measures and identify, define, and propose key performance indicators (KPIs) to measure the stakeholder, financial, people and culture, and operational performance of business operations.
Knowledge of the methodologies, analytical tools, and practices used in conducting business process analyses and studies.
Ability to provide advice and guidance on business and program management issues.
Knowledge of the principles and techniques of program evaluation and oversight.
MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are reviewing information and reconciling conflicting data; devising new or modified methods of analyzing findings; or developing new initiatives in one or more program areas.

The Internal Operations organization is responsible for governance, oversight, and strategic direction of Transmission objectives, business and risk management plans, policies, and processes; and conducting internal Transmission Services' (T) programs
Functional Statement:
The Transmission Internal Operations organization is responsible for governance, oversight, strategic direction and other business services needed to ensure effective and efficient operation of Transmission programs in meeting their programmatic and strategic business objectives while complying with applicable law and regulations. The group directly supports the T Management Team in: developing business and risk management plans, policies, and processes; establishing T-wide strategic management reports and assessments; monitoring and reporting on T performance towards key targets and measures; administration of select T-wide internal operations programs; and managing NERC Reliability and Emergency Management programs.
