Coordinating Planner-Capital Programming****

City of Chicago-Department of Transportation****

Number of Positions:  1 ****

****

Under direction, the class functions as a manager over multiple
transportation programming activities, coordinating and managing the
development and implementation of the department's capital program, which
is of considerable scope and complexity, and may function as a supervisor
directing the work of a group of planning professionals****

****

Essential Duties:****

·Oversees the administration of CDOT's capital programming process,
functioning as a senior level transportation planner and technical expert
in the programming and funding of transportation infrastructure projects****

·Directs and manages the coordination of the programming of CDOT's capital
improvement project funding with federal and state transportation agencies**
**

·Meets and corresponds frequently with CDOT's Commissioner and Deputy
Commissioners and funding agencies to monitor and review projects****

·Develops and implements capital programming process to select projects for
various funding sources based on CDOT policies and priorities through
researching capital programming tools used elsewhere, developing models to
rank projects by how well they address policies and priorities, matching
projects with available federal/state/local funding sources, and running
the models with new projects to generate updated rankings****

·Oversees the development and processing of various funding agreements to
secure federal, state, county, and local funds for capital improvement
projects****

·Works with CDOT divisions and other City agencies to ensure the agreements
represent the proper scopes, budgets, and schedules of proposed capital
projects****

·Supervises the preparation, processing and monitoring of funding
agreements with other departments to secure local funding for CDOT****

·Works with senior staff to request funding for new projects or to
implement budgetary revisions for existing projects****

·Coordinates and supervises the preparation of CDOT's 5-year capital
program by directing staff in all divisions to update and revise capital
project information within the database****

·Coordinates with CDOT's grants manager to include CDOT's capital program
in the City's annual 925 ordinance****

·Directs the preparation of capital project information for use by senior
staff and the Public Information Officer****

·Supervises staff responsible for the preparation of various financial
reporting documents to track the awarding and expenditure of funds****

·Ensures that federal and state reporting requirement is met****

Qualifications****

****

Graduation from an accredited college or university with a Master's degree
in Urban Planning, Transportation Planning, Environmental Planning or a
directly related field supplemented by five years of progressively
responsible experience in the development and management of major planning
or research studies, including two years in a supervisory capacity****

Selection Requirement: ****

This position requires applicants to complete an interview which will
include a written exercise as part of the interview.  The interviewed
candidate(s) possessing the qualifications best suited to fulfill the
responsibilities of the position, based on the oral and written parts of
the interview will be selected.****

Preference will be given to candidates possessing the following:****

Previous transportation planning experience****

VETERANS PREFERENCE NOTE:  The City of Chicago offers Veterans Preference
to both current, active military personnel AND military personnel who have
served in the Armed Forces of the United States and have received an
honorable or general discharge.  Eligible candidates must have at least six
months of active duty documented.  In order to receive the veterans
preference, candidates need to indicate whether or not they are a veteran
by answering "yes" or "no" to the question on the online application that
asks, "Are you currently serving on active duty for at least six months in
the Armed Forces of the United States OR have you served in the Armed
Forces of the United States on active duty for at least six months and
received an honorable or general discharge?"  In addition, you must attach
documentation to verify your military service.  For veterans, you must
attach a copy of your DD214 to your online application which includes
character of service status OR a letter from the United States Veterans
Administration on official stationary stating dates of service and
character of service.  For active military personnel, you must attach a
letter from your Commanding Officer on official stationary verifying your
active duty, length of service, and character of service in the Armed
Forces of the United States AND a copy of your military ID to your online
application.  Failure to answer the question and attach the required
documentation will result in you not being considered for the Veterans
Preference.****
