JOB SUMMARY:
Dedicated to delivering results that matter to the American people, the FTA supports, improves, and promotes effective public Transportation, the Nation's fastest growing mode of travel. Through the administration, management, and oversight of a $10 billion annual grant program, FTA supports the development and construction of subway, light rail, and bus systems to help communities provide travel choices; improve access to jobs and health care; drive economic growth; and protect the environment.
This position is located in the Division of Planning Methods within the Office of Planning and Environment of the Federal Transit Administration (FTA) in Washington, DC.  The Office of Planning is responsible for administering Sections 5303, 5304, 5305, 5306, 5313(b) and 5314 of the Federal Transit Administration Act of 1964, as amended, the applicable provisions of 23 U.S.C. 135, NEPA and the Clean Air Act, as amended.  These responsibilities include administration of the planning grant programs of FTA and management of assigned projects.  The area of responsibility is the United States and Puerto Rico.
You will serve as a Community Planner in the Office of Planning Methods.  The Methods Division is responsible for technical support of FTA program activities, direct technical assistance to State and metropolitan transportation agencies, and oversight of research activities.  Support to program activities deals with the technical aspects of the metropolitan and statewide planning program, air-quality conformity requirements, the New Starts program, and other FTA programs and responsibilities. Direct technical assistance involves interaction between the incumbent and staff from metropolitan, State, and federal agencies on a variety of technical matters. Research involves the development of information and technical methods that improve the ability of metropolitan, State, and federal agencies to develop accurate and timely information needed to make decisions.  You will also work on research efforts undertaken by FTA staff, by FTA contractors, by other federal agencies, and by such other organizations as the National Academy of Sciences.
The ideal candidate for this position is a mid-senior level Community/Transportation  Planner with experience and demonstrated ability to management  transportation planning programs, studies and projects and have experience using travel models within the transportation planning process.

DUTIES:
The Community Planner:
  • Develops, applies, and provides support for technical methods used in transit travel forecasting and for the management of the FTA planning program.  The purpose of these duties is to promote the use of best professional practices in transportation planning, project development, and related activities. Works on research efforts undertaken by FTA staff, by FTA contractors, by other federal agencies, and by such organizations as the National Academy of Sciences.
  • Has the ability to communicate clearly, to make effective public presentations, and to negotiate tactfully with FTA staff, other Federal agencies, state and local agency officials and others involved in urban transportation planning.
  • Has the ability to write clearly and to develop clear and concise technical reviews, position papers, policy statements, guidance, documents, letters and memoranda. 

QUALIFICATIONS REQUIRED:
To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.
LEVEL
To qualify, you must have at least one year of specialized experience equal or equivalent to the following:
GRADE 12
  • Experience reviewing documents to assure adherence to the principles, practices, and analytical methods of transportation/community planning and project development.
  • Experience conducting research to support technical methods used in travel forecasting for transit programs.
  • Experience using travel models within the transportation planning process (travel models include urban travel models or freight forecasting models or land use models and/or traffic simulation models).
GRADE 13
  • Experience conducting research and reviewing documents to assure adherence to the principles, practices, and analytical methods used in travel forecasting for transit programs.
  • Experience organizing and leading the discussion of issues with planning officials, setting and running meetings and conferences, and conveying ideas and offering recommendations.
  • Experience using travel models within the transportation planning process (travel models include urban travel models or freight forecasting models or land use models and/or traffic simulation models).

MANDATORY EDUCATION REQUIREMENTS:
In order to qualify for this series, you must meet the following education/experience requirements:
You must have completed a full 4-year course of study at an accredited college or university leading to a bachelor's or higher degree in community planning or a related field such as urban affairs, architecture, landscape architecture,engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance, from an accredited college or university.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. 
OR
You must have a combination of education and experience--courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. 
The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally
acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an
applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.
CONDITIONS OF EMPLOYMENT:
