Description:
Under departmental and college administrative direction, the Accounting Associate will apply professional level expertise in the management and/or administration of designated accounting functions in the Department. We are looking for someone with the demonstrated ability to implement special projects, to provide guidance on policy issues, and engage in customer service improvements in accounting for the PA Head and for PA Principal and Co-Investigators.

Duties:
Evaluate departmental budgets, tuition and other revenue, expenditures, cash flow, and financial proposals for the Public Administration (PA) Department Head under the guidance of the CUPPA Fiscal Officers; In cooperation with PA Principal Investigators and the CUPPA Office of Research Support Services (ORSS), analyze and advise on grant and contract information, budgets, and documents, producing related reports and documents; Analyze, summarize, project, and report upon departmental expenditures such as Payroll, purchasing, and reimbursements for PA faculty, staff, and students; Generate multiple-year tuition revenue models for programmatic offerings; Provide direct and/or indirect supervision of designated PA finance, accounting, and/or business support staff and student employees for administrative and day-to-day operational activities, thus providing oversight of general financial management for PA; Provide administrative direction and advice to the PA Head in the development of comprehensive accounting systems, of policies and procedures on business and financial management, of information security practices, and of complex managerial solutions, while ensuring regulatory compliance; Report to the PA Head and CUPPA administration the adherence to applicable policies; Prepare and present special documents and reports on the fiscal condition of the department as directed by the PA Head and CUPPA administration; Advise the PA Head and CUPPA Fiscal Officers on managerial challenges related especially to regulatory compliance, and advise on controversial departmental accounting issues, such as financial questions under discussion, dispute, or audit. Perform other related duties as assigned.

Qualifications:
Minimum Qualifications:
1. Bachelor’s degree with a major in Accountancy or a related field required
2. (A) Two years of professional level accounting experience OR (B) Possession of a current registration as a Certified Public Accountant or a valid License to practice Public Accounting OR (C) Master’s degree in Accountancy or a related field.

Preferred Qualifications:
Certification such as CPA, CIA, CRA, CGFM. Previous experience with HR/Payroll reports and University of Illinois financial and grants management information systems, including working knowledge of Banner, P-Card, T-Card, iBuy, TEM, Eddie, Desktop Intelligence, and UIeRA. Knowledge of business process improvement (BPI) and quality management practices for the continuous improvement of accurate and timely information flows to enhance customer service. Proficient computer skills including Microsoft Word, Excel, Access, Outlook, PowerPoint and business process visualization and charting software, strong verbal and written communications skills to effectively present information and respond to requests for guidance and/or clarification. Demonstrated analytical ability to perform complex financial analysis of business transactions; the ability to produce financial reports and provide detailed information with accuracy and clarity; the ability to propose policies/procedures that improve and/or maintain the effectiveness of daily financial operations; the ability to address and resolve difficult and complex issues/problems; the ability to multi-task and produce accurate, detail-oriented work to meet stringent deadlines; creativity in problem-solving and exercising independent judgment and discretion; the ability to interpret applicable University policies and procedures; the ability to evaluate and reconcile accounting records and transactions for accuracy and compliance to State, Federal, University and CUPPA guidelines. Also a history of anticipatory problem-solving, independent responsible action, discretion, and demonstrated ability to assume direct responsibility for analysis and coordination of several vital areas of departmental accounting activity preferred.
