The project is for an unincorporated, urban neighborhood in Will County
called Fairmont. While unincorporated areas are generally not very dense,
Fairmont (located in between Joliet and Lockport) has many characteristics
of an urbanized area such as small lot sizes and small single family homes.
But being so dense and lacking municipal government they do not have
sidewalks, many of the homes are still on well systems, there are no street
lights and the one K-8th grade school is not succeeding academically.
Additionally Fairmont is a predominately low income and African American
community.
Will County was able to get a local technical assistance grant from CMAP to
make a neighborhood plan for Fairmont. The next steps with Fairmont are to
continue implementing the neighborhood plan; which may include helping start
a community garden, getting a (or multiple sites) registered as historic
landmarks, and working to continue to advocate for the welfare of the
community in whatever way the county is able to.
In addition, the County recently sent out an RFP for a growth plan for the
Illinois Route 53 Corridor. This project is still just getting started, and
the priority need would be for the Fairmont neighborhood.
