THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUCMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2010, provides that the Secretary of Defense may designate any category of acquisition positions within the Department of Defense as positions for which there exists a shortage of candidates or there is a critical hiring need and utilize the authorities in sections 3304,5333 and 5753 of title 5, United States Code, to recruit and appoint qualified persons directly to positions so designated. The selectee must complete the requirements of the Career Development Program for Acquisition personnel in accordance with DOD Manual 5000.52M, Facilities Engineering Certification Level II, within two years of appointment. This position is located at the Naval Facilities Engineering Command Midwest (NAVFACMW), Public Works Department Great Lakes, Facility Management Division, Asset Management (AM) Branch. The AM Branch provides the oversight, coordination, and guidance needed to develop and execute long-term facilities planning and programming requirements plans for all Navy Commands and other non-Navy commands at Naval Station Great Lakes. This includes special projects, military construction, demolition, maintenance, space utilization, and facilities development related to a specific functional area. THIS POSITION HAS A POSITIVE EDUCATION REQUIREMENT. Applicants must meet the BASIC EDUCATION REQUIREMENTS in order to be found minimally qualified for the position. You MUST furnish a copy of your transcript(s) of college work completed, regardless if you are currently in this series and proof of degree with your application. Failure to provide transcript(s) with your application will result in your application being rated not qualified. For Community Planner. The Basic Requirement for this position are [A] a degree in community planning or a related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance or [B] a degree in a related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that did NOT include at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. BUT I have least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner or [ C] a combination of education and experience, defined as courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. For Architect. The Basic Requirement for this position are [ A] a degree in architecture or a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems or [ B] a degree in architectural engineering in which the completed course work provided knowledge, skills, and abilities substantially equivalent to the courses listed above for a degree in architecture covering function, esthetics, site, structure, economics, mechanical-electrical ,and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended for human activities [ C] a combination of college-level education, training, and/or technical experience defined as one year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture which furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings [ D] a 5 years of experience in an architect's office or in architectural work demonstrating that I have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. For the Engineers. The Basic Requirement for this position are [A] a degree in professional engineering. Curriculum must (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR [B] combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by ONE of the following: professional registration; written test (successfully passed the Engineer-In-Training (EIT) examination or the written test required for professional registration); specified academic courses (successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering); OR related curriculum (successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field). In addition to meeting the basic qualification requirements above, applicants must have specialized experience as follows: For the GS-12 position: One year specialized experience equivalent to at least the GS-11 grade level. This experience would include: accomplishing installation planning, site requirement analysis, project development, space management analysis, basic facilities requirements preparation, engineering evaluations, encroachment management and processing site approvals; developing project documentation and the supporting environmental and compatibility documentation; planning and programming work; developing programs; conducting studies; coordinating with Environmental, Real Estate, Public Works/Utilities and Acquisition Representatives to develop construction products. Selective Placement Factor/Quality Ranking Factor: This position has a Quality Ranking Factor (QRF). Failure to possess this factor WILL result in an ineligible rating in accordance with this Expedited Hiring Authority. The QRF is in interpreting and processing data to analyze needs, generate requirements and developing a project that accomplishes the solution.
