Chief Program Officer, N. Lawndale Employment Network

Open Position: Chief Program Officer/ Director of Institutional Effectiveness

North Lawndale Employment Network
is seeking qualified applicants for the position of Chief Program Officer/Director of Institutional Effectiveness (CPO). The CPO reports directly to the Executive Director. The CPO is a member of the Leadership Team with full P&L responsibility of programs. In partnership with other members of the leadership team, the CPO directs the organization's efforts to increase the effectiveness of programs and services in meeting and exceeding the employment needs of NLEN's participants
Qualifications

Competitive candidates will possess, at minimum:
  • A deep commitment to the advancement of NLEN's mission, its programs, and an approach consistent with NLEN's principles and organizational values
  • A minimum of 10 years in workforce development or academic or related field and five to seven years in a professional leadership role.  
  • A Bachelor's degree in non-profit management, business administration or education is required. Master's Degree in aforementioned fields is strongly preferred;  
  • Experience in researching, designing, and evaluating workforce programs;  
  • Experience developing and successfully managing budgets of over $1 million;  
  • Ability to compose competitive private and public sector funding proposals;  
  • Ability to inform and represent NLEN's recommended workforce development policies with local, state and national policy makers;  
  • Strong critical-thinking and analytical ability; creative problem-solving skills, written and oral communication skills;  
  • Excellent organizational and time management skills that allows for handling of multiple and competing priorities while meeting short and long term deadlines
Position Responsibilities
The CPO's responsibilities can be grouped into four major areas: Program Implementation, Program Design and Development, Policy, and Institutional Effectiveness.The job description includes, but is not limited to, the following:
 
Program Implementation
 The CPO carries the responsibility for ensuring that program goals and outputs (numbers of classes, workshops, placements, people served, etc.) are met with excellence.

Program Design and Development
The CPO must maintain NLEN's program reputation for being a model of best practice for similar communities working with job seekers with the greatest barriers to employment.
 
Policy
Working with the CEO, the CPO positions NLEN as a "thought leader" in the area of restoring citizenship of formerly incarcerated individuals and others who have significant barriers to employment and are economically isolated.  
 
Institutional Effectiveness
The CPO provides direction, leadership and information to the leadership team, staff and board of directors related to institutional effectiveness, planning, assessment and analysis, and quality improvement efforts.     
Terms/Conditions
The salary range is $65,000 - $70,000, depending on experience and salary history, plus health, vacation and insurance benefits.
