Job Description

TITLE – PROJECT MANAGER – MULTI-PHASE: PLANNING, DESIGN, CONSTRUCTION


SUMMARY OF POSITION:

The Project Manager is responsible for the management and administration of capital projects, including both new facilities and renovation projects, as assigned. The Project Manager will manage these projects in all phases of the project (planning, design, and construction) as needed. The primary role of the Project Manager is to serve as the main contact, lead, and manager of the project, and to establish, then maintain, project scope, schedule, and budget for each project, in collaboration with the User Agency The Project Manager is expected to demonstrate leadership, communication, technical, and decision making skills, and to manage multiple projects within the parameters set forth in the project’s schedule and budget. This position reports to the Director of Planning or the Director of Development, depending on the phase of the project.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Manages all aspects of the project planning, design, or construction phase, as assigned. Responsible for the progress and performance of each project.
• Serves as the central point of contact on each project and is responsible for all aspects of the project. Coordinates with all PBC Project Resources, and related staff from procurement, legal, external affairs, accounting, and other departments.
• Confirms with the user agency the program, and establishes and manages project scope, budget, and schedule for each assigned project.
• Provides scope, budget and schedule requirements to all external vendors and internal PBC resources performing project related tasks including procurement of required services.
• Actively manages external vendors and internal resources regarding project-related tasks. Non-performance by external vendors and internal resources regarding project related tasks are escalated to the Project Manager’s Supervisor on a timely basis.
• Establishes and provides oversight to the project budget. Identifies potential overruns and scope growth items. Works to resolve budget issues with team resources and elevates unresolved budget issues appropriately.
• Actively manages external vendors and internal resources regarding project required tasks.
• Provides recommendations to the Director of Procurement and Director of Development.
• For projects already in process, the Project Manager is required to read and become familiar with the existing program scope, schedule and budget. They must also read all existing contracts and agreements, as well as professional service contracts and other related documents, ordinances and plans related to the project. Contract review includes all commercial sections, technical specification, drawings and referenced information. Subsequently, the Project Manager must read all referenced documents issued during their assignment.
• Ensures compliance with all contract provisions of professional service consultants, and documents and reports deficiencies to the Senior Directors and/or the procurement function as required.
• Enforces compliance with the project schedule to ensure timely completion of the project and recommends time extensions, as appropriate.
• Maintains all appropriate project files and updates the project status information reports as required.
• Prepares executive level project summaries, monthly, or as requested.
• Develops project specific project phasing and work plans.
• Monitors project progress and conducts weekly meetings with the project team and prepares and distributes meeting minutes as needed. Responsible for presentation, materials, or other resources as needed for project meetings or community meetings.
• Reviews and approves invoices from the consultants, agencies and public utilities.
• Reviews and recommends modifications to professional consultants’ contracts and prepares appropriate amendment documentation for approval.
• Helps coordinate with sister agencies to resolve any intergovernmental issues.
• Helps coordinate evaluations of vendor performance on assigned projects.
• Facilitates resolution to construction and non-construction issues related to the project.
• Cooperates in the production of documents, records, reports, etc. needed by PBC legal counsel for project related legal matters.
• Supervises work and responsibilities of Planning Departments Administrative Assistants as assigned.
• Performs other duties and responsibilities of the position as assigned.
Skills

REQUIRED QUALIFICATIONS:

Education and Training

Must have a Bachelor’s degree in one of the following; architecture, planning, engineering, construction management or related fields of study from an accredited college or university. Must possess knowledge and a minimum of five (5) years of work experience in the practice of project management, construction management, architecture, planning, and/or engineering. Possession of a license to practice Architecture or Engineering in Illinois or AICP and LEED – AP certification is a plus. Recognized certifications in Project Management, Construction Management, and Project Controls are also considered favorably.

Abilities and Skills

Excellent organizational, analytical, written and verbal communication skills are required. Experience with budgeting/accounting processes and procedures, project management systems, contract management, scheduling, planning, and project management are preferred. Must have an ability to use Word, PowerPoint, and Excel.

Must be self-motivated, disciplined, detail-oriented, organized, well-prepared, and a problem-solving team player with strong work ethic and an ability to work in a fast paced environment. Ability to anticipate problems, recommends resolutions, and implements solutions. Proven leadership and project management ability are required. Additionally, this position requires persuasive leadership skills and the ability to work well with colleagues, PBC senior management, and other external contacts.
