Job Description
MDRC is seeking a Cost Analyst/Associate to join our public policy research organization and be part of multidisciplinary teams developing evaluation research on current social policy issues. In addition to answering the question of what programs work, MDRC addresses questions of: At what cost? And how do costs compare to program benefits? To do this, MDRC conducts various types of cost analyses of many of its programs, including benefit-cost and cost-effectiveness analyses.
The Cost Analyst/Associate will work on several projects aimed at improving programs and policies that affect the poor. The projects evaluate new approaches to problems relating to: public education; low-income children, families, and communities; and low-wage workers and people with serious barriers to employment.
The position is based in MDRC’s New York office and will require some travel. Some on-the-job training is provided; salary and title contingent upon experience.
Responsibilities:
The main responsibilities of the Cost Analyst/Associate are:
* Design the benefit-cost and cost-effectiveness analysis plan for multiple projects
* Collect cost data — this may include such activities as conducting interviews with program staff and acquiring fiscal and other records
* Estimate the average costs for sample members participating in programs, as well as the cost for control group members
* Estimate the benefits to sample members for participating in programs
* Determine the cost-effectiveness of study interventions
* Contribute to research reports
Job Requirements
* Ph.D. or master’s degree (or BA/BS with a minimum of four years of relevant experience) in economics, public policy, or related quantitative social science
* Experience conducting benefit-cost and/or other types of cost studies
* Knowledge of and experience with quantitative research design and analytic methods
* Advanced experience with Excel is preferred
* Excellent written and oral communication skills
